- Business Analyst
- Senior To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis. Provides a comprehensive range of I⁢ business analysis services for a License and Permit System (Salesforce Public Sector Foundation) for clients with diverse business and technological needs. Manage user stories in Azure DevOps tools including updating user stories, product backlog items, providing input in developing Product roadmap, validating and testing user stories before passing to business and working close with QA resource to help build test cases and scenarios including test data. Populate 'Acceptance Criteria' and all other critical details in user stories required for development team and business SME's. Leads and conducts business analysis in order to assess clients business problems/opportunities and documents the business requirements in such a way that I⁢ solutions can be determined. Applies re‑engineering concepts to promote business improvements through alternative and cost effective service delivery approaches. Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management, Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies. Develops strategies, prepares business cases and cost‑benefit analysis, and conducts feasibility studies for business I⁢ initiatives. Conducts business modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules.



Definition and non‑functional requirements definitions for assigned projects. Develops performance measures and traceability matrices for business analysis evaluation and conducts follow‑up. Salesforce Certified Business Analyst. Experience tight timelines gathering end user requirements and documenting in DevOps user stories with acceptance criterion and logic details. Ability to translate business and data requirements into specifications sufficient for developers to develop those user stories. Experience developing performance measures for business analysis evaluation and subsequent follow‑up. Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards. Experience with Salesforce, DevOps, Microsoft tools including Visio and Project and Miro boards. Experience and knowledge of the Ontario Digital Service Standard, Ontario Service Design Playbook and the Digital First Assessment product delivery approach (Pre-Discovery, Discovery, Alpha, Beta, Live). Knowledge and understanding of digital product development, implementation and management. Experience in Agile, SCRUM, Lean and DevOps methodologies. Dedicated knowledge transfer sessions will be scheduled during the close‑out phase of the project to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow up questions. Criteria 1:



Business Analyst Skills 8+ years experience in business analysis. Demonstrated experience supporting development and implementation of large systems utilizing Salesforce Public Sector Solutions. Demonstrated experience leading and conducting business analysis. Demonstrated experience facilitating JAD sessions to gather and assess business needs. Demonstrated experience analyzing business requirements and creating Business Requirements Document, other Business requirements artefacts. Working knowledge of system concepts and development methodologies to support business applications. Demonstrated experience in project co‑ordination and project management activities. Technical Skills Demonstrated experience developing epics, features and user stories for implementation in Salesforce ideally Public Sector Solutions. Demonstrated experience using DevOps to capture requirements as Epics, Features and User Stories. Demonstrated experience using Microsoft tools including Office, Visio and Project. Demonstrated experience in data analysis and migration, including mapping between source and target systems, analysis of data fields required to migrate data, exchange data or to provide a data feed between internal systems and third‑party applications. Demonstrated experience in producing quality analysis of data sets and outputs such as detailed data maps, data dictionary, business rules, process maps, mapping rules, functional specifications, interface specifications, conceptual/logical data models, use cases, test cases etc. Agile and Product Delivery Experience Hands on experience in various project and product delivery methodologies such as: Agile/Scrum Iterative Agile Demonstrated expe
