Description / Responsibilities / Skills

Developer – Project Summary

- The AFFES Portfolio Team—which includes Business Analysts, Developers, Business Area Leads, and a Team Lead—is seeking an experienced ESRI/GIS Developer to support migrating our existing GeoCortex mapping application to the VertiGIS platform.
- The goal is to have 90% of the application migrated and functional by April 1, 2026, ahead of the fire season.

- Migrating existing tools and features from GeoCortex to VertiGIS Studio
- Adding recent functionality for the 2026 fire season, including an hourly Fire Weather Index (FWI) layer with interpolation
- Collaborating with the team to design, build, and deploy web-based GIS tools tailored to operational needs

Responsibilities

- Design, implement, and continuously expand data pipelines by performing extraction, transformation, and loading activities.
- Required to translate technical systems specifications into working, tested applications.
- Resolves and troubleshoots technical problems which arise during the use and operation of software packages




- Knowledge and experience with the design and construction of REST API services
- Knowledge and experience in design and implementation of continuous integration and deployment

Data Analysis and Design - 25%

- Experience conceiving, reviewing, and implementing design changes
- Experience analyzing data records, diagnosing, and resolving issues

Technical - 30%

- Demonstrated experience developing Java applications based on:
- Liberty
- Spring
- JPA2.1 implementations, e.g. Hibernate 3.6, Eclipse Link 2.5 etc.,
- JAX-RS 2.0, JDBC 4.1
- Windows Exchange Web Services (EWS) API
- Websocket 1.1
- Angular JS
- Demonstrated experience with Oracle database
- Developing database scripts
- Database design
- Data modelling

Accessibility - 10%

- Experience developing and designing intuitive, simple to use interfaces
- Experience developing and coding web UI components that are compliant with the Accessibility for Ontarians with Disability Act (WCAG 2.0 LEVEL AA)

Public Sector Experience - 5%

- Experience working with the OPS with a track record of delivering value
