The Ontario Public Service is seeking a Senior Solutions Designer to lead a Proof of Concept (POC) initiative to evaluate the feasibility of migrating the existing Public Accounts consolidation application, CONSOL, from the legacy Hyperion Financial Management (HFM) platform to Oracle Financial Consolidation and Close Cloud Service (FCCS). The findings will help establish the implementation approach, project plan, estimated timelines, required resources, and costs for a potential full-scale migration. Lead the POC to assess the feasibility of migrating CONSOL from Hyperion Financial Management (HFM) to Oracle FCCS. Analyze the existing financial consolidation application, including its architecture, configuration, business processes, and technical requirements. Configure the target environment and application to support the POC. Gather, analyze, and document business, financial, and technical requirements. Evaluate Oracle EPM Cloud capabilities against existing financial consolidation and reporting requirements. Identify migration risks, system dependencies, technical gaps, and opportunities for process improvement. Assess application performance, capacity, security, recovery procedures, and system integration requirements. Provide technical guidance and recommendations to business stakeholders, vendors, consultants, and project teams. Develop technical specifications, solution designs, project documentation, and POC findings. Present findings and recommendations to senior management and stakeholders. Support project planning and delivery using appropriate methodologies, including Agile, Waterfall, and SDLC practices. Financial and Technical Solution Skills Strong knowledge and experience in Oracle EPM Cloud solutions and solution design. Experience with Oracle Financial Consolidation and Close Cloud Service (FCCS) is preferred. Expertise in Hyperion Financial Management (HFM) applications,



particularly financial consolidation application analysis, solution design, and migration. Knowledge of financial planning, management accounting, forecasting, financial consolidation, and public accounts reporting applications. Experience providing production application support and resolving issues in collaboration with vendors, consultants, and technical teams. Ability to evaluate application architecture, system performance, capacity, and technical requirements. Ability to assess the impact of proposed solutions on business policies, processes, and operations. Experience conducting cost-benefit analyses, feasibility assessments, and technical evaluations. Ability to prepare and deliver presentations to clients, senior management, and project stakeholders. Experience participating in project status meetings, committees, and stakeholder discussions. Strong mediation, negotiation, consensus-building, and stakeholder management skills. Project Management Skills Experience with formal systems implementation and project delivery methodologies. Knowledge of Software Development Lifecycle (SDLC), Agile, and Waterfall methodologies. Experience with internal controls, financial operations, business management frameworks, and controllership models. Ability to contribute to project plans, estimates, schedules, milestones, and implementation strategies. Oracle EPM Cloud: Robust solutions design knowledge and practical experience. Experience with financial planning, management accounting, forecasting, consolidation, and public accounts reporting applications. Solution Design and Analysis: Ability to gather requirements, evaluate existing systems, and recommend technical solutions. Previous Ontario Public Service (OPS) experience. Experience working in the public sector. Direct experience with Oracle FCCS implementations or migrations. Experience with public-sector financial consolidation and Public Accounts processes. #
