People come to the Social Security Tribunal to challenge government decisions about their Canada Pension Plan, Old Age Security, Canada Disability and Employment Insurance benefits. Most people represent themselves, and many are vulnerable. The Social Security Tribunal provides a flexible, fair, accessible, and efficient appeal process, focused on the people it serves. Its members support the tribunal's access to justice initiatives.
The Social Security Tribunal's Appeal Division hears appeals of decisions made by the General Division and by the Employment Insurance Board of Appeal and provide them with clear and consistent guidance. For employment insurance appeals, the Appeal Division intervenes if certain errors have been made. For income security appeals, the Appeal Division holds a fresh hearing.
The Vice-chairperson is a member of the Appeal Division and provides operational and substantive leadership, supporting excellence and timeliness in adjudication. The Vice-chairperson adjudicates appeals that may be more complex, high-profile or precedent-setting and ensures that, on a systemic level, Appeal Division decisions provide explicit and practical guidance to the General Division, to the Board of Appeal, and to others. While responsible for the Appeal Division, the Vice-chairperson plays a key leadership role in the overall management of the tribunal and acts for the Chairperson in their absence.
