Project Manager / PMO Consultant
for a contract opportunity with a client in Toronto, ON. The ideal candidate will be a seasoned PMO transformation professional with extensive experience building, transforming, optimizing, and revitalizing Project Management Offices (PMOs) across multiple organizations.The successful candidate will lead PMO assessments, design target operating models, establish governance frameworks, optimize portfolio and demand management processes, and deliver strategic roadmaps that improve project delivery maturity and organizational effectiveness.Services to be Provided
Lead PMO assessments and transformation initiatives across enterprise environmentsEstablish PMO success criteria, stakeholder alignment, and baseline performance metricsConduct current-state assessments to identify strengths, gaps, inefficiencies, and duplicationEvaluate PMO maturity and develop improvement recommendationsDesign PMO organizational structures and delivery modelsDevelop resource management and capacity planning frameworksEstablish governance models, decision-making structures, and oversight processesDefine and implement project controls, KPIs, financial management practices, and reporting standardsDesign demand management, intake,



prioritization, and portfolio management processesDevelop PMO Target Operating Models (TOM) aligned with organizational objectivesFacilitate workshops and stakeholder engagement sessionsValidate proposed PMO models through pilot initiatives and real project implementationsCreate implementation roadmaps and transformation backlogsPrepare executive-level presentations, recommendations, and business casesProvide leadership, mentorship, and advisory support to project and program teamsExpertise Required (Top 3 Required Skills)
10+ years of PMO, Program Management, or Project Management leadership experienceProven experience building, transforming, and revitalizing PMOs across multiple organizationsStrong expertise in PMO governance, portfolio management, operating models, and executive stakeholder engagementAccessibility
