Senior Application/Software Architect – Level 3 (Clarity PPM)

Position Overview

We are seeking a Senior Application/Software Architect with extensive, hands-on experience in Clarity Project and Portfolio Management (PPM).

The successful candidate will provide architecture, technical design, application configuration, system integration, development, analysis, reporting and technical advisory services for an enterprise Clarity PPM environment.

The role involves supporting modernization initiatives, configuration enhancements, portfolio management capabilities, enterprise reporting and integration of Clarity PPM with external systems.

Key Responsibilities

1. Architecture and Technical Design

- Develop technical architectures, frameworks and strategies aligned with enterprise business and application requirements.
- Analyze functional requirements to identify information, procedures and decision flows.
- Define system input/output sources and technical design plans.
- Develop solution proposals and obtain required technical approvals.
- Advise on implementation paths, integration, interoperability and risk mitigation strategies.
- Support architecture and configuration for Clarity PPM test and production environments.

2. Clarity PPM Development and Configuration

- Architect, configure, develop and enhance Clarity PPM version 16.3x or newer.
- Administer CA PPM Studio, including application configuration and customization.
- Configure Clarity Modern UX and Blueprints.
- Configure and manage Clarity objects and attributes.
- Install, configure and manage application add-ins.
- Develop complex SQL and NSQL statements.
- Develop and maintain GEL scripts.
- Demonstrate advanced expertise in WAPI and XOG.
- Support application upgrades, configuration enhancements and technical improvements.

3. System Integration and APIs

- Design and implement REST API integrations to import and export data between Clarity PPM and external services.
- Develop technical interface specifications and integration documentation.
- Perform cross-module integration and configuration.
- Ensure module configurations reflect business and functional requirements.
- Identify integration dependencies, interoperability issues and technical risks.
- Recommend effective implementation and integration strategies.

4. Reporting and Analytics

- Analyze business reporting requirements and develop advanced Clarity PPM reporting solutions.
- Create reports using highly customized layouts and complex data structures.
- Work with joined and nested data sources, dynamic styling, formatting and sub-reports.
- Support bilingual report requirements, including labels, headers and data formats.
- Optimize reporting performance and runtime.
- Develop reporting solutions using Clarity PPM data and external platforms such as Power BI, Jaspersoft or Cognos, where applicable.
- Provide technical guidance for enterprise and management reporting.

5. Portfolio Management

- Design and configure portfolio-related functionality within Clarity PPM.
- Integrate portfolio functionality with the Clarity Projects module.
- Support portfolio management solutions involving application portfolios,



service inventories and other enterprise portfolio requirements.
- Align portfolio configurations with organizational business requirements.

6. Business Analysis and Technical Documentation

- Elicit, review and analyze business requirements and existing processes.
- Translate business needs into technical architecture and configuration specifications.
- Evaluate existing application procedures and methods.
- Identify and document database content, structures and application subsystems.
- Develop and maintain data dictionaries.
- Document interfaces between manual and automated operations and between new and existing systems.
- Define technical standards for programming, documentation and testing.
- Maintain program library standards, data dictionaries and naming conventions.

7. Technical Advisory and Knowledge Transfer

- Provide technical guidance on Clarity PPM implementation approaches and best practices.
- Conduct technical assessments and provide recommendations for platform enhancements.
- Prepare architecture and solution-design documentation.
- Provide technical walkthroughs, demonstrations and knowledge transfer.
- Maintain technical and system documentation following configuration changes.

Mandatory Qualifications

M1 – Previous Engagement Information

Candidates who have worked with the relevant department within the last five years must provide accurate engagement information, including the resource category and project authority contact details. Otherwise, indicate N/A.

M2 – Application/Software Architect Experience

More than 10 years of professional experience working as an Application/Software Architect.

M3 – Clarity PPM Client References

Two qualifying client references demonstrating work as a Clarity PPM Application Software Architect within the last seven years.

- References must generally be from two separate organizations.
- Each engagement must exceed six months of work effort.
- Federal, provincial, Crown corporation and private-sector references are acceptable.
- References must include exact contract dates, work effort, project details and verifiable contact information.
- The RFP permits two separate sub-project references for a candidate continuously contracted to the same government organization for the past seven years.

M4 – Clarity PPM Architecture Experience

At least 8 years within the last 12 years performing:

- Development of Clarity technical architectures.
- Identification of Clarity functional requirements based on information, procedural and decision flows.
- Implementation-path analysis, integration, interoperability and risk mitigation related to Clarity PPM.

M5 – Clarity PPM Version Experience

At least 3 years of professional development experience using Clarity PPM version 16.0.0 or newer.

At least one qualifying project must demonstrate experience with version 16.3x. Experience with the current 16.3.3 workplace is particularly relevant.

M6 – Clarity PPM Technical Development Experience





At least 8 combined years of professional development experience within the last 10 years, collectively demonstrating all eight competencies:

- CA PPM Studio administration.
- WAPI and XOG mastery.
- Modern UX and Blueprint configuration.
- Object and Attribute configuration.
- Add-in installation and management.
- Complex SQL/NSQL development.
- GEL scripting.
- REST API integration for importing and exporting data with external services.

The eight years are a combined-duration requirement. However, candidates must demonstrate actual experience in every listed competency.

M7 – Clarity PPM Integration and Reporting Experience

Participation in at least two Clarity PPM implementation projects as an Application Software Architect.

Each project must have lasted at least three months and must demonstrate:

- Cross-module integration, showing how module configurations addressed business requirements.
- Development of complex reports involving customized layouts, joined/nested data sources, dynamic formatting, sub-reports, bilingual support and performance optimization.

Desirable / Point-Rated Qualifications

PR1 – Additional Clarity PPM 16.x Experience

Experience exceeding the three-year mandatory minimum, specifically designing, configuring and deploying Clarity PPM features.

PR2 – Federal Government Architecture

Experience delivering Clarity PPM architectures, frameworks and strategies for federal government departments or agencies while adhering to internal technical standards.

PR3 – REST API Integration

Extensive experience integrating REST APIs to import and export data between Clarity PPM and external services. More than four years is preferred.

PR4 – Portfolio Management

Multiple projects designing and configuring Clarity portfolio management functionality and its integration with the Projects module.

Relevant portfolios may include application, fleet, real property and service inventory management.

PR5 – Complex Reporting

Multiple projects involving complex Clarity PPM reporting or reporting using Clarity PPM data through external platforms such as Power BI, Jaspersoft or Cognos.

Security and Other Requirements

- Canadian citizenship is required for personnel accessing protected information, assets or sensitive sites under the RFP.
- Valid SECRET personnel security clearance is required before the applicable access is granted.
- Strong English communication skills, both verbal and written.
- Ability to work within enterprise technical standards, security requirements and applicable policies.
- Ability to collaborate with business stakeholders, application teams and technical authorities.
- Ability to produce detailed project descriptions supporting mandatory and rated experience requirements.

Pay: $400.00-$450.00 per day
