Our organization’s success in delivering quality service is based on a business-like approach, supported by knowledgeable caring staff, user-friendly resources, and innovative programming.

We are seeking a results-focused Employer Engagement Specialist (Job Developer) to deliver employer services and create sustainable, competitive employment opportunities for a diverse caseload of job seekers within the WCG Integrated Employment Services (IES) model.

The ideal candidate combines consultative sales and business-development skills with a client-centred, inclusive approach. They understand the Toronto labour market, can engage employers through targeted marketing and cold outreach, and can customize or carve roles to align employer needs with each job seeker’s skills, abilities, accommodations, and career goals.

Key responsibilities include:

- Assess employer workforce needs, workplace conditions, eligibility, training capacity, accessibility, and ability to provide a safe, inclusive, and positive employment experience.
- Research labour-market information and identify suitable advertised, hidden, and exclusive employment opportunities across sectors.
- Manage vacancies from needs assessment through advertising, pre-screening, referral, interview coordination, hiring, and follow-up.
- Collaborate with ECRS to match job seekers to roles based on individualized employment action plans, skills, abilities, experience, interests, accommodations, workplace fit, and career goals.
- Use customized employment and job-carving approaches to align employer business needs with job-seeker strengths and create direct access to employment.
- Market job seekers to employers, support interview and offer negotiations, and advocate for equitable, inclusive hiring practices.

- Develop placement and training plans and appropriately negotiate, document, and monitor employment-related financial supports or brokered incentives (BI) under WCG IES guidelines.
- Coordinate experiential and work-based opportunities, including job trials, work experiences, job shadowing, on-the-job training, and mentoring, where appropriate.
- Support employers with onboarding, training, performance expectations, workplace adjustments, inclusion, and issue resolution.
- Maintain an employer database complete with accurate, and timely records of employer contacts, vacancies, referrals, placements, supports, expenditures, follow-ups, and outcomes in required systems, like Excel and WCG FFAI, and/or other designated platforms.
- Comply with PCPI client privacy, confidentiality and health and safety policies, EO/WCG program guidelines and IES Customer Service Standards.
- Contribute consistently to individual, team, and WCG-IES contribution agreement targets for intake/ volume, employer engagement, job starts, clients’ employment hours, retention, and sustainable outcomes.
- Facilitate employer and job-seeker workshops as required, including job readiness, workplace expectations, accessibility, inclusion, and health and safety.
- Participate organization and team meetings as scheduled.
- Perform other duties required including those that are consistent PCPI mission and vision and the evolving requirements of the WCG IES service-delivery model.
