Job Summary

Construction Billing & Accounts Receivable Manager

North Terra Construction Ltd.

Location: Concord, Ontario – On-site

Employment type: Full time, permanent

Salary: $85,000 – $105,000 per year, plus benefits

This posting is for an existing vacancy.

Own the billing. Own the cash. Report straight to leadership.

North Terra Construction is looking for an experienced construction billing professional to take full ownership of progress billing, change order billing and collections across our active projects. You won't be one person in a large finance department — you'll run the function, build the process your way, and work directly with senior management every week.

If you know how a schedule of values, holdback and a change order register actually work on a live job, and you take pride in making sure every dollar of completed work gets billed and collected, we want to talk to you.

ABOUT NORTH TERRA

North Terra Construction is an established excavation, earthworks, demolition, grading and site servicing contractor working across the Greater Toronto Area and Ontario. We deliver commercial, industrial, institutional and infrastructure projects for leading general contractors and developers, including large-scale industrial and distribution facilities. We're growing, our project volume is growing, and this role is central to how we grow.

WHAT YOU'LL DO

Progress billing

- Prepare, review and submit monthly progress billings across multiple active projects
- Maintain contract values, schedules of values, cumulative billing records and holdback balances
- Confirm completed work and quantities with project managers, estimators and site supervisors before each billing cycle
- Review contracts for payment terms, billing deadlines and documentation requirements
- Submit through GC billing portals (Procore, Textura and similar)

with all supporting documents — statutory declarations, WSIB clearances and other contract requirements

Change orders, extras and T&M;
- Own the change order and extra work register for every active project
- Track each extra from submitted to pending to approved to invoiced
- Bill approved change orders and T&M; work in the next eligible billing cycle
- Find completed work that hasn't been invoiced yet and drive it to resolution with the project team

Accounts receivable and collections
- Take full ownership of the receivables portfolio and aging
- Deal directly with general contractors, developers and client accounting departments on outstanding invoices
- Resolve the administrative issues that hold up payment, and escalate disputes to senior management with transparent documentation
- Track statutory holdback and coordinate release as soon as it becomes eligible
- Reconcile customer accounts, payments, credits and balances

Reporting and cash flow
- Deliver a weekly receivables and collections report to senior management
- Maintain a short-term cash collection forecast
- Flag cash flow risk early — overdue accounts, delayed approvals, unbilled extras
- Work with our accounting team so billing records always tie to the books

Process ownership
- Build and maintain a consistent billing procedure across all projects
- Make sure no completed or approved work is missed at month-end
- Improve how fast we invoice and how fast we get paid

WHAT YOU BRING

Required

- 5+ years of construction billing and accounts receivable experience with a general contractor, civil/excavation contractor or major subcontractor
- Proven ability to prepare and manage construction progress billings independently, start to finish
- Strong working knowledge of construction contracts, change orders, holdback and T&M; billing
- Working knowledge of Ontario's Construction Act, including holdback and prompt payment
- Confidence communicating directly with GC project and accounting teams about money owed
- Advanced Excel and experience with accounting software (Sage 300, QuickBooks or similar)
- Organized, detail-driven and comfortable managing many deadlines with minimal supervision

Nice to have
- Experience in excavation, earthworks, demolition, civil or site servicing
- Hands-on experience with Procore, Textura or similar billing platforms
- Diploma or degree in accounting, business administration or construction management

WHAT WE OFFER
- $85,000 – $105,000 base salary, based on experience
