RQ11679 - Software Developer - ERP / Case Management - Senior

The Workforce Information Network (WIN) system is abusiness-critical Ontario Public Service (OPS) system that is based on theOracle PeopleSoft Human Capital Management (HCM) Enterprise Resource Planning(ERP) application.

- WIN is used to maintain OPS employees’ human resources (HR),payroll, benefit, absence management, and compensation information.

- It is operating on PeopleSoft HCM 9.2 (Image 48) onPeopleTools 8.61.09 (as of July 2026).

- The WIN system administers compensation for approximately68,000 OPS employees, processes payroll and enables the appropriate deductionsand remittances to third parties (e.g., income tax to the Canada RevenueAgency).

- It is the repository of employee and position data, jobdescriptions, and grievances/dispute data for within the OPS. The WIN systemalso maintains socio-demographic data voluntarily provided by OPS employees.

- The WIN Digital Onboarding Project will enhance the WINsystem in various ways. The project will:

- Digitize critical human resources and payroll processes thatare currently manual or paper-based, including onboarding, benefits enrolment,and life events management.

- Enhance the WIN system by expanding additional employee andmanager self-service capabilities (e.g., extension/end to probationary period,certificate numbers, badge numbers), enabling pay and perks staff to focuson administrative efficiencies realized through this implementation andredirect their efforts towards more value-added activities.

- Transition Classic+ pages to the Fluid interface byupgrading additional legacy administrative pages and implementing technical upgradesto be in sync with vendor-supported application capabilities.

Experience and Skill Set Requirements:

Must Haves:

- Peoplesoft HCM modules development exp is a must.

- Be part of an agile, self-directed, multi-disciplinary teamthat includes managers, senior solution designers, software developers and ITprofessionals with business expertise.





- Provide technical expertise to deliver advanced and complexdigital solutions in all phases of SDLC, including design, implementation,testing, and maintenance in multi-platform environments.

- Develop interactive dashboards, reports, and datavisualizations allowing clients to explore data and discover business insightsindependently.

- Constantly and passionately learn emerging technologies,best practices, toolsets, and others to deliver state-of-the art digitalsolutions.

- Provide and deliver technical solutions within large-scaleERP systems (Oracle Peoplesoft), supporting business process automation whichachieves service delivery excellence and drives efficiencies.

- Knowledge of Oracle database management systems andapplication database administration.

- Peoplesoft HCM Knowledge and Integration: Knowledge ofPeopleSoft HCM operating systems, delivered application functionality,configurations and packaged application integration, focus on modules AbsenceManagement, Time & labour as well as Benefit and payroll; Knowledge ofPeopleSoft security, workflow, and tools such as PeopleSoft Update Manager(PUM), Change Assistant , and Data Mover.

- PeopleSoft System Development and Tools Expertise: In-depthknowledge and experience of PeopleSoft system development and tools including ,including Application Designer, PeopleCode, Application Engine, ComponentInterface, Integration Broker, SQR, and BI Publisher; Familiarity with Fluid UIdevelopment: configuring navigation, tiles, dashboards, Activity Guides, andmanaging role-based security, Ability to develop new systems or systemsmodifications and evaluate and recommend acquisition of applications,experience to develop Linux script an asset

- Oracle Database Management Knowledge: Knowledge of Oracledatabase management systems and application database administration

- Testing and Technical Support Experience: Experience of unittest, supporting system integration and user acceptance testing from technicalperspectives, technical spec, walkthrough unit test results with testers andclients

- Analytical and Interpersonal Skills: Excellent analytical,problem-solving and decision-making skills; organizational, creativity andperseverance skills; verbal and written communication skills; and interpersonalskills, team player to work effectively with colleagues system analysts andclients
