RQ11747 - Project Manager/Leader - Senior

Plan and lead project(s) as part of largemulti-ministry/multi-year initiatives involving complex network architecture,advanced and cutting-edge telecommunications/video/Video over I/P (VoIP), andaudio/visual systems

Manage client relationships/networks as well as partnershipswith business areas

Manage project teams and provide guidance on the use ofaudio visual and information technology in client business planning andbusiness improvement initiatives

Develop project charters and master project plans, guide thedefinition of goals, deliverables and scope working with internal clients andstakeholders, I⁢ specialists, business planners to ensure clarity,accuracy and acceptance

Identify and assess risks, and recommend mitigation measuresfor approval

Provide leadership to project teams, external serviceproviders and contractors

Identify impact of change, elevate to project sponsor fordecision, revise work plans, schedule, and project budget to implement approvedchanges

Provide specialized advice and expertise to client groupsand for the development of business cases and Treasury Board / Management Boardof Cabinet submissions.

Coordinate I⁢ procurement to acquire and negotiategoods and services and administer contractual agreements.

Requirements
Experience and Skill Set Requirements:

Must Haves:

Atleast 5 years of audio-visual and videoconferencing technology experience

Atleast 5 years of project management experience

Knowledgeof best practices for audio-visual, communications and IT deployment

PreviousOPS / Justice Sector experience would be an asset

Skill Set Requirements:

Project Kick-Off

Establishment of procurement planning (including software,hardware, IP circuit and bandwidth)

Establishment of risk assessment

Establishment of communication plan

Development of work breakdown schedule

Development of business/user adoption plan (includingTraining, User Manual, GUI, etc)

Validated Facility Scope of Work

Development of mobilization plan and requirements

Develop test plan (based on use cases)

Validation of the facilities/construction work completion

Procure, receive and validate equipment

GUI design, review and approval

Ensure finalization of functional design drawings

Quality assurance testing

System and Functionality Testing

Client handover (Commissioning), client sign off

Ensure vendor delivery of as-built and close-out package(SAF, inventory, photos, programs, manuals, as-built shop drawings)

Conduct lessons-learned sessions

Delivery of internal close-out package (financial report,site profile, journals)

Knowledge of IT security requirements, and best practices inimplementing high availability solutions with requirement of hosting solutionswith high sensitivity and confidentiality ratings

At least 5 years of audio and videoconferencing technologyexperience

At least 10 years of project management experience

In-depth knowledge of state-of-the-art multi-platform I&ITsolutions;, audio-visual and videoconferencing technologies, and emergingconverged communications systems, with proven ability to assess client needs,lead implementations, and ensure secure operations.

Skilled in risk and issue management, includingidentification, monitoring, and resolution in collaboration with seniorexecutives.

Strong understanding of change management strategies andapproaches to drive successful organizational transformation.

Demonstrated ability to establish priorities and allocateresources effectively to meet project objectives.

Experienced in day-to-day management of technical teams,vendors, and local trades, ensuring projects are delivered on time, withinscope, and on budget.

Technical Skills:

Demonstrated advanced technical skills in audio-visual andvideoconferencing technologies (hardware and software), providing expertguidance and leadership to project teams.

Managed project budgets and financial controls, includingdeveloping and refining cost estimates to ensure accurate forecasting andfiscal accountability.

Oversaw procurement processes by negotiating and acquiringgoods and services, leveraging expertise to administer contractual agreementsand ensure compliance.
