Canadian Home Builders' Association (CHBA)
Ottawa
The Canadian Home Builders’ Association (CHBA) is seeking an Intermediate Project Manager to support the delivery of a growing portfolio of national research, demonstration, training, and labour-force and market-transformation initiatives related to high-performance housing, Net Zero construction and renovation, energy efficiency, electrification, housing innovation and workforce strategies.
Over the next several years, CHBA anticipates managing multiple concurrent initiatives representing approximately $6–10 million in combined project activity. These projects involve federal funding agreements, technical consultants, builders and renovators, utilities, municipalities, manufacturers, researchers and other stakeholders across Canada.
Reporting to the Director responsible for the portfolio, the Project Manager is accountable for the integrated delivery of assigned projects from work planning through execution, reporting, and close-out.
The Project
Manager coordinates delivery across technical and administrative project resources, while technical authority remains with designated technical leads and subject-matter experts. Material scope, budget, contractual and strategic decisions are escalated to the Director in accordance with delegated authority.
Key Responsibilities
Project Planning and Delivery
- Manage one or more concurrent national projects from initiation through completion, within approved scope, schedule, budget and funding requirements.
- Translate Contribution Agreements, proposals and scopes of work into integrated project plans, schedules, budgets, milestones, deliverables, dependencies and decision points.
- Own and actively manage project schedules, delivery priorities and cross-workstream dependencies; direct administrative support for schedule maintenance, action tracking and project records.
- Coordinate consultants, contractors, technical leads, industry participants and project partners while respecting designated technical authority and responsibilities.
- Lead regular project delivery meetings, drive decisions and accountability for commitments, and ensure outstanding issues are resolved or escalated appropriately.
- Monitor project performance and develop corrective or recovery plans where scope, schedule, budget or deliverables are at risk.
Financial and Funding Agreement Management
- Manage project-level budgets, forecasts, commitments and eligible expenditures in collaboration with the Director and CHBA Finance Department.
- Maintain alignment between project activities, approved budgets, Contribution Agreement requirements, claims and contractual commitments.
- Develop and maintain project financial forecasts and cash-flow requirements; identify variances early and recommend corrective action.
- Oversee preparation of supporting documentation for contracts, claims, audits, amendments and project close-out, with administrative staff responsible for transactional tracking and evidence maintenance.
Reporting, Project Controls and Quality
- Own project reporting calendars and ensure contractual and internal reporting deadlines are met.
- Oversee the integration of technical, financial and project information into coherent progress reports, milestone submissions, presentations and final reports, supported by administrative and technical project resources.
- Ensure appropriate project-control, information-management and QA/QC processes are established and operating; review exceptions and resolve issues that affect project delivery or reporting integrity.
- Ensure project records are complete,
auditable and consistent with CHBA and fundingagreement requirements without duplicating day-to-day document-control responsibilities assigned to project administration.
- Support project evaluation, lessons learned and continuous improvement.
Risk, Change and Issue Management
- Own and maintain project risk and issue management processes, including mitigation actions, owners and escalation thresholds.
- Manage routine changes within delegated authority and assess the scope, budget, schedule and contractual implications of proposed changes.
- Escalate material risks, changes and decisions to the Director with clear analysis, options and recommendations.
Stakeholder and Team Coordination
- Coordinate multidisciplinary delivery teams that may include CHBA staff, government departments, consultants, builders, renovators, Energy Advisors, utilities, municipalities, researchers and industry associations.
- Maintain effective project-delivery relationships and accountability for commitments, while supporting the Director in senior funder, government and strategic stakeholder relationships.
- Work closely with designated technical leads and project administration to ensure technical outputs, project data, documentation and reporting remain aligned with project requirements.
- Support advisory groups, technical committees, workshops, demonstrations and knowledge transfer activities as required.
