About the opportunity

Why this role matters
Every year, Recycle BC collects over 200,000 tonnes of household packaging and paper from more than two million households, and SK Recycles runs the same kind of program across Saskatchewan. Behind every one of those tonnes sits data. Audits sample the materials collected to estimate what is being recovered across the program, and the results inform annual reporting, fee setting and regulatory reporting. They also show where collection or public education may need attention.

This role leads that work. You will guide the Programs Data and Material Services teams, connect audit and material data to program performance, and turn technical analysis into clear reporting and visuals that leaders can act on. It suits a data leader who can work credibly with specialists and explain the results to people who are not.

If you come from outside recycling or waste management, that is welcome. Supply chain experience helps, and fresh perspectives from other sectors are part of the appeal.

What you will do:
Lead and develop your team

Lead the Programs Data and Material Services teams, and help shape the culture across the organization. Build strong working relationships with both managers and their teams.

Give the team a structured vision aligned with the organization's strategic initiatives, and the tools and support to find their path.

Identify skill sets, career paths and succession plans so development pathways are clear. Understand each team member's communication style and relate accordingly.

Provide leadership, coaching and strategic direction to staff and project teams, and contribute to and oversee the performance management of indirect reports.

Foster a culture of accountability, collaboration, innovation and customer service.

Material intelligence and audits

Oversee the Centre(s) for Material Intelligence and their teams, including the audit team at the Surrey facility (about 11 people). Drive efficiency into the audit process while keeping strict controls in place to ensure data accuracy and validity, and ensure robust chain of custody control of samples.

Oversee the audits in Saskatchewan, and make sure best practices are identified and shared between both programs.

Manage the Inbound Composition Audit (ICA) protocols for Recycle BC and SK Recycles, and keep them relevant for the contracts and market conditions.

Manage all discretionary, special, third party and offsite audits, protocols and the contractors involved. Make sure results are recorded in the system of record and analyzed on time to support third-party agreements and other obligations.

Data, insight and decisions

Lead the development of operational and strategic performance metrics, dashboards and analytical tools that support evidence-based decision making.

Turn technical analysis into accessible reporting and visuals for leaders and other departments, and connect audit and material data to program performance and organizational decisions.

Support the Collection and Post-Collection teams, and other Recycle BC and SK Recycles teams, with visuals and data insight. Make sure datasets are robust, accurate and well documented, and can quickly answer ad hoc requests.

Work closely with the Director,

Collection and the Directors, Post-Collection to understand regional operational needs and issues, and provide the audits, data and insight they need. Be proactive in your analysis, bring opportunities to these teams, and help the operational team achieve all operational and program plan targets

Systems and partnerships

Work with Circular Materials to align national support and harmonized applications to regional operational needs, including Service Provider Reporting (SPR), Business Intelligence and Technical Services (BITS) and the Project Management Office (PMO).

Lead regional input on current and existing software application requirements, selection, setup, implementation and continuous improvement.

Drive continuous improvement and innovation in every area of your responsibility.

Budget and strategy

Participate in annual budgeting and operational planning, and develop the annual Programs Data and CMI (Material Services) budgets with input from the VP, Finance and Organizational Services.

Achieve program plan financial targets within the approved Recycle BC and SK Recycles supply chain budgets.

Provide input and recommendations on operational strategies for the stewardship program.

Authorize payments of up to $25,000 for budgeted items.

Who you will work with:

Inside the organization: the VP Operations, VP Finance and Organizational Services, VP Material Regeneration and Business Development, Director Strategic Initiatives, Director Collection and the Directors of Post-Collection, with the ability to respond quickly when they need support. Outside the organization: local governments and First Nations, collection and post-collection service providers, and other third-party service providers and contractors.

Who you are:
You might come from data analytics, business intelligence, data operations or supply chain analytics. Whatever your starting point, you pair strong data expertise with the communication and leadership ability to explain technical work clearly to people who are not data specialists.

What you bring:

Graduate or post-secondary education related to technology, analytics, engineering, business operations, administration, supply chain or a related discipline, and/or a combination of other post-secondary education and years of experience in an operational setting.

At least 7 to 10 years of experience in data analytics, primarily with Excel and Power BI or other database and visualization software.

Proficiency in DAX and the Microsoft Office Suite, particularly Excel, Power Query and Power BI, including the ability to analyze and synthesize data. Experience with CRM software (D365), SAP (S/4HANA),

AWS and other data and analysis tools.

Strong analytical and problem-solving skills, including detailed analysis of diverse sources of information and clear, concise summaries and recommendations that drive action.

A process-oriented approach with strong attention to detail, and the ability to work independently every day.

Excellent verbal and written communication skills, matched to the audience, including clear and concise administrative and technical reports.

Excellent interpersonal skills and the ability to build strong relationships across functions, and to listen.

Strong organizational skills, with the ability to create and implement project plans.

Experience in, or working very closely with, operational teams.

Assets:

Experience in operational optimization, process improvement (including lean) and management, and experience leading data teams.

Knowledge of waste management, materials management, commodity markets, logistics or related operational business activities. This is beneficial but not necessary, and candidates from outside recycling are welcome.

How you will work:

Hybrid: One day a week in the office.

Hours: Full-time, 40 hours a week scheduled (not less than 37.5), covering core hours of 9:00 AM to 3:00 PM local time. Extra or flexible hours may be needed on occasion.

Travel: Occasional travel.

Start date: December 1 would be welcome, and early January is also realistic.

Compensation and benefits:

Base salary of $135,000 to $150,000, with the possibility to exceed this based on experience.

Annual bonus.

A very strong benefits package.

Generous PTO package.

About Recycle BC and SK Recycles
Recycle BC is a not-for-profit responsible for residential packaging and paper product recycling across British Columbia. Through curbside, multi-family and depot services, it reaches over two million households, over 99% of the province. Over 195 communities take part, and over 200,000 tonnes of material are collected from households and depots every year. Recycle BC works directly with communities and in partnership with local governments, First Nations, private companies and other not-for-profit organizations. The program is funded by the manufacturers, brand owners and retailers that supply packaging and paper products to BC residents.

SK Recycles is Saskatchewan's provincial recycling program for household packaging and paper. It works with producers, local governments, First Nations, Métis communities, private companies, other organizations and residents to manage a province-wide system, funded by producers. It grew out of Multi-Material Stewardship Western, which launched its recycling program in Saskatchewan in January 2016.

Why this could be your next move
You have spent years turning data into decisions, and you know what it takes to build a team people want to be part of. This role lets you do both where the results are visible: you will lead two teams, shape how audit and material data guide a provincial recycling program, and work directly with senior leaders across the organization.

For an experienced data leader who wants broader scope, more influence and a mission worth working for, this is a conversation worth having.
