Must Haves

- Experience building and maintaining stable, secure and scalable web & desktop applications using Azure Cloud and MS .Net technologies and tools
- Demonstrated experience in full life-cycle development and implementation using cloud technologies Microsoft Azure, .NET. C#/MVC, Entity Framework, ReactJS, HTMLS/CS/JavaScript, Azure DevOps; Azure Web Apps; Azure Functions; Azure Logic Apps.
- Experience in data modeling, reporting and dashboard development.
- Experience in working with diverse stakeholders and Cross-Functional Collaboration, which includes Ministry Partners, Vendors, Technology Partners and a high- impact team.

Description / Responsibilities / Skills

Scope

- The successful proponent will be responsible for translating business requirements, functional specifications, integration requirements, and technical designs into secure, reliable, and tested solution components.
- This includes supporting OTIS-VNS integration development, coordinating with vendor technical teams, performing system and integration testing, troubleshooting technical issues, implementing defect fixes, and ensuring compliance with security, privacy, and accessibility standards.

- The resource will also support deployment, knowledge transfer, post-implementation stabilization activities, and ongoing technical collaboration with business stakeholders, project teams, and vendor partners to ensure the successful delivery of a modern, victim-centered notification solution..

Desired Skills and Experience





- contribute to the development of design documentation; establish technical best practices;
- ensure compliance with Government of Ontario Information and Technology Standards (GO-ITS), including security, privacy, accessibility, and governance requirements.
- You have experience in Agile Software Development.

- You have senior-level experience in designing, building, modelling and configuring database management systems using Azure SQL Database, activities include:
- You can ensure that ongoing application development, technical work, operations and services are planned, scheduled, executed, monitored and evaluated.
- You have demonstrated experience analyzing complex system problems and resolving them with minimal impact to the business.

Knowledge Transfer

- Knowledge transfer to the FTE to be completed prior to the end of the assignment.
- The FTE will meet weekly with the consultant to facilitate the knowledge transfer.
- All aspect of design, documentation and code related to this project will be transferred to the FTE.
- All code and related documentation will be stored in the JTS TFS for retrieval.

Deliverables

- Vendor SaaS Solution: Support the Vendor SaaS Victim Notification System (VNS), ensuring alignment with business, security, privacy, and accessibility requirements
- OTIS-VNS Integration: support integrations between OTIS and the Vendor SaaS VNS solution.
- Testing, Quality Assurance, and Defect Resolution: Support Vendor in System Integration Testing (SIT), User Acceptance Testing (UAT), performance testing, defect analysis,



remediation activities, and deployment readiness assessments.
- Technical Vendor Coordination and Ongoing Support: Collaborate with vendor technical teams, ministry stakeholders, infrastructure teams, security specialists, and OTIS support teams to resolve issues, manage technical dependencies, and support project delivery milestones.

Experience & Skill Set Requirements

Criteria 1: Design & Development - 35 Points

- Windows Communication Foundation & Windows Presentations Foundation.
- MS Web Services Entity Framework up to Visual Studio 2022.
- Team Foundation Server.
- Define the architecture for Azure cloud implementation.
- Experience in DevOps CI/CD.
- Experience designing, building, modelling and configuring database management.

Criteria 2: Code & Scripting - 25 Points

- Demonstrated experience in using frontend JavaScript frameworks (such as Angular, VueJS,React, etc.).
- Experience in prototyping.
- Experience in Agile Framework.
- Experience in applying industry web, accessibility and security standards and best practices.

Criteria UI Frameworks and Reporting - 20 Points

- Demonstrated experience in using markup (HTML5, CSS3, XML).

Criteria 4: Stakeholder Relationship, Cross-Functional Collaboration, Research, Technical Analysis and Technical Skills - 15 Points

- Experience with applying industry web, architectural and security standards and best practices to candidate's work.
- Ability to learn recent technologies and techniques through research, experimentation and from colleagues.
- Strong communicator with demonstrated interpersonal skills to work within a team environment.
- A team player.

Criteria 5: Public Service Experience - 5 Points

- Previous experience in the last 3 years working as a Software Developer on application development projects in OPS, JTS within enterprise environments.
