Estimator / Project Manager – Civil Construction

Lower Mainland, BC (Coquitlam-based, site travel required)

$90,000 – $140,000 + Bonus + Vehicle Allowance + Fuel Card

Underground Utilities Ltd (a division of Matcon) is a well-established and growing civil contractor specializing in underground utilities and infrastructure projects across the Lower Mainland.

We’re looking for a Estimator / Project Manager who can take ownership of projects from tender through to completion. This role is ideal for someone who thrives in a fast-paced environment and wants to play a key role in both winning and delivering work.

What You’ll Be Doing

Lead estimating and tender submissions for civil infrastructure projects (utilities, roadworks, site servicing)

- Manage projects from award to close-out, including budget, schedule, and client communication
- Review drawings, specifications, and contracts to define scope and risks
- Prepare and manage project documentation including RFIs, submittals, and contract changes as required
- Coordinate with field crews, suppliers, and subcontractors to ensure smooth execution
- Track project financials, including cost control, billing, and forecasting
- Build and maintain robust relationships with clients, consultants, and municipalities
- Identify upcoming opportunities through your industry network

What We’re Looking For 3–7+ years experience in civil construction project management and/or estimating





- Experience with underground utilities or municipal infrastructure projects
- Solid understanding of contracts, drawings, and construction methods
- Proven ability to manage budgets, schedules, and multiple stakeholders
- Proficiency in HeavyBid, Excel, MS Project, and standard estimating/project management tools
- Degree or diploma in Construction Management, Engineering, or related field (preferred)
