The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities. This position supports the Board by conducting legal research, investigations, and analysis related to complaints, Board-initiated actions, and statutory requirements. The role requires sound judgment, discretion, and the ability to work both independently and as part of a team.

Key duties include developing findings of fact, conclusions of law, and orders; analyzing data and programs; and recommending policies and procedures that strengthen Board operations and align with Minnesota Statutes Chapter 10A and related laws. The position is public facing and provides client support on how to comply with the requirements of Minnesota Statutes related to running a political campaign, lobbying, or conflict of interest disclosure for public officials. This role involves a strong legal and analytical component and regularly handles specialized assignments requiring expertise in both areas.

This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team members or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details.

- Experience interpreting laws and rules
- Conducting legal research
- Writing legal analysis and conduct investigations
- Evaluating or updating processes, policies, procedures, workflow, and/or workloads; make written recommendations for change
- Serving as a client liaison to facilitate communication and cooperation on complex programs or processes

A Master’s degree in Public Relations, Public Policy, Political Science, Law,

Public Administration, or related field may substitute for 18 months of experience; A bachelor’s degree as described may substitute for one (1) year of experience

Preferred Qualifications

- Master’s degree or JD as described above
- Experience in civil or criminal trial preparation; conducting audits or investigations; or developing and handling matters in administrative hearings
- Experience working for a government body developing program handbooks, training materials, or other written documentation for the public
- Extensive knowledge or experience in a licensing or regulatory agency
- Experience with the Minnesota Data Privacy Act and other applicable statutes and rules
