We are recruiting for a senior engineering leader to join a large pipeline program in West Africa on a rotational basis. You will be employed by Talis and seconded to the program.
THE ROLE
The Engineering Manager (PMC) oversees all engineering work carried out by EPC contractors and design consultants on a large-scale, cross-country pipeline program. You will ensure the pipeline systems, horizontal directional drilling (HDD) crossings, cathodic protection systems, and electrical infrastructure meet company standards, international codes, and project specifications. You are the owner's technical authority, from design through construction support and commissioning.
KEY RESPONSIBILITIES
Manage and coordinate all engineering disciplines: pipeline, HDD, mechanical, electrical, instrumentation and cathodic protection.
- Review and approve engineering deliverables from EPC contractors and design consultants.
- Provide technical review and guidance on pipeline routing and alignment, HDD crossing designs, cathodic protection, electrical power supply and distribution, and pipeline rehabilitation.
- Make sure constructability reviews are carried out before construction starts.
- Coordinate technical interfaces between EPC contractors, design consultants, company engineering teams and construction supervision teams, and resolve engineering conflicts as they arise.
- Provide engineering support during construction: review technical queries and RFIs, and approve engineering change requests and technical deviations.
- Make sure the work complies with project specifications, international pipeline standards, and safety and environmental requirements.
- Support HAZID, HAZOP and constructability reviews.
- Monitor engineering schedules and make sure design documents are issued on time.
- Make sure engineering documentation is reviewed, approved and controlled, and verify as-built documents and dossiers before project close-out.
- Identify technical risks in pipeline construction, HDD operations, cathodic protection and electrical installations, and put mitigation measures in place.
QUALIFICATIONS
- Bachelor's degree in Engineering (Mechanical Engineering preferred), with a focus on cross-country pipelines.
- Registered Professional Engineer (P.Eng.), APEGA preferred.
- 15+ years of progressive experience in engineering or technical leadership on large-scale pipeline projects.
- Proven experience managing EPC contractors from the owner or PMC side.
- Strong knowledge of underground cross-country pipelines, including HDD, engineering design, construction sequencing and commissioning.
- Expertise in interface management, technical risk management and change management.
- Working knowledge of the pipeline codes and standards used in international projects (for example CSA Z662, ASME B31.4 / B31.8).
- Fluent in Microsoft 365 and in project management and engineering management tools.
- Able to lead senior technical professionals and to influence across organizational boundaries.
- Excellent written and verbal communication skills, including presenting complex technical issues to owner stakeholders.
- High ethical standards and a strong commitment to safety, environmental compliance and responsible project execution. ASSETS
- International or West Africa project experience.
- PMP or equivalent.
WORKING CONDITIONS
- 8-week on-site rotation with 2 weeks off; 10 hours a day, Monday to Friday while on rotation.
- Based in a remote location with travel to project sites.
- Valid Canadian passport and ability to obtain work authorization and immigration approvals for the assignment location.
- Must be medically fit for international work and comply with company HSE requirements.
WHAT WE OFFER
Employment with Talis Engineering Inc. while seconded to the program.
- Business Class Flights for each rotation, accommodation and in-country transportation provided.
- Medical and travel insurance.
- Immigration and security support for the assignment.
- Opportunity to lead engineering on a major, multi-year pipeline program.
