HEB Manitoba

Winnipeg

Help us serve over 100,000 of Manitoba’s healthcare professionals. We are HEB Manitoba — one of the largest pension and benefit plans in the province.

Our Perks Administration Services department plays an essential role in ensuring our members and employers receive timely, accurate, and meaningful support.

We are seeking an experienced, analytical, and collaborative leader to join us as Manager, Employer Services Support. Reporting to the Director, Employer Services, this permanent role combines two important mandates: helping design, establish, and develop our new Employer Outreach team and assisting with leading the Employer Data Administration team.

This is an opportunity for a manager who can create stability and accountability in a complex operational environment while also building something new. You will ensure employer data is processed accurately and on time, strengthen processes and controls, develop employees, and help introduce a proactive service model that improves how we support participating employers and payroll contacts.

Is this role the right fit for you?

You are a practical leader who enjoys balancing day-to-day operations with transformation. You bring structure to complex work, set clear expectations, use data to identify problems, and follow through on solutions. You are skilled at building trust with both employees and employers, explain technical requirements clearly, and effectively lead teams through change while maintaining focus on service, accuracy, and results.

Key Responsibilities:

- Assist with leading the daily operations of Employer Data Administration, including workload planning, service standards, performance monitoring, escalations, and business continuity.
- Ensure employer-reported payroll, demographic, employment event, contribution, premium, and related information is validated, reconciled, and processed accurately and on time.
- Ensure compliance with plan provisions, reporting requirements,

and established administrative procedures.
- Coach and develop employees, establish clear accountabilities, manage performance, and foster an engaged workplace culture focused on service and continuous improvement.
- Work with the Director to design and launch the Employer Outreach unit, including development of the service model, team roles, workflows, training, tools, measures, and implementation plan.
- Develop effective intake, triage, case ownership, escalation, follow-up, and hand-off practices across Employer Services teams.
- Build productive relationships with participating employers, facilities, payroll contacts, and internal partners to support the resolution of complex or sensitive issues.
- Use operational results, trends, exceptions, and feedback to strengthen controls, streamline processes, reduce rework, and improve service consistency.
- Support system enhancements, cyclical projects, employer education, onsite visits, and business-unit planning.

Qualifications for Your Success Experience & Education

- Completion of a related post-secondary degree in Business, Commerce, Finance or Data Analytics.
- Minimum five years of progressively responsible experience in pension or benefits administration, employer reporting, payroll operations, data administration, financial administration, customer operations, or a related environment.
- Minimum three years of people leadership, supervisory, or management experience, including performance management and change leadership.
- CEBS, PPAC, Payroll Leadership Professional, project management,

change management, Lean, or related certification are considered an asset.

An equivalent combination of education and experience may be considered. Knowledge, Competencies & Skills

- Experience with building, launching, and significantly improving a team, service model, operating process, and customer-facing function is strongly preferred.
- Strong analytical, operational, and problem-solving skills, with experience in validation, reconciliation, exception management, controls, service-level management, or process improvement.
- Excellent communication and relationship-building skills, sound judgment, and a demonstrated ability to manage competing priorities.
- Demonstrated ability to manage priorities, guide teams, and deliver results in a fast-paced workplace.
- Proficiency with Microsoft Office and experience using business systems and reporting tools.

Why join our team? The work you do will be both challenging and rewarding. You will make a meaningful impact on our day‑to‑day operations, and your leadership will help shape a service‑driven, cooperative environment.
