Job Summary: The Senior Business Analyst plays a critical role in developing and refining Request for Bid (RFB) documents, ensuring alignment with government policies and procurement standards.

This role involves managing multiple projects, facilitating collaboration across multidisciplinary teams, and applying advanced content strategy, user-centered design, and procurement expertise to deliver high-quality digital service outcomes.

Responsibilities: Review and develop initial and ongoing RFB draft packages incorporating team feedback promptly.

Ensure procurement activities comply with client standards and best practices while maintaining transparency and fairness.

Provide frameworks, methodologies, coaching, and facilitation to support procurement processes.

Prepare and review procurement documents and briefing materials to ensure quality and clarity.

Coach project teams in developing scope statements, business objectives, and requirements.

Identify and mitigate risks throughout the procurement lifecycle.

Facilitate team reviews, approvals, and consensus meetings for procurement documentation.

Advise on vendor participation obstacles, contract awards, and onboarding processes.

Apply market knowledge and industry trends to inform procurement approaches and strategies.

Participate in senior management meetings and provide expert advice on procurement matters.

Required Skills: Advanced writing and communication skills, including clear, concise drafting and persuasive writing.

Expertise in public sector procurement processes, specifically within the Ontario Public Service (OPS).

Strong knowledge of contract law, terms, and conditions relevant to procurement documents.

Project management skills with the ability to manage multiple deadlines and deliverables effectively.





Ability to gather and document information from multiple sources and subject matter experts.

Collaboration and stakeholder management skills to engage and update various parties including executives.

Experience with content strategy, user-centered design, and government digital service standards.

Familiarity with accessibility standards such as FLSA, AODA, and WCAG 2.0 AA.

Proficiency in agile product development tools like Miro, Figma, Jamboard, and Mural.

Desired Skills: Knowledge of SEO, journey mapping, persona development, and content auditing.

Experience in political acuity and relationship management on sensitive projects.

French language proficiency.

Experience analyzing analytics, feedback, and user research to improve services.
