Job Description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, Primary Care Support and Resources, the Manager, Medical Staff Contracts and Negotiations, Primary Care (Manager) is a member of the Medical Affairs Leadership Team responsible for the effective integration of strategic and operational initiatives to support the implementation of the primary care strategy and engage medical staff across Island Health. The Manager provides critical linkage between Island Health and external organizations such as the Ministry of Health, Health Employers Association of BC and legal counsel on contract management matters.

The Manager provides leadership and is accountable and responsible for the development and implementation of strategic initiatives to support all aspects of Family Physician and Nurse Practitioner (primary care providers) contracting and negotiations related to Primary Care. The Manager is responsible for the effective administration of contracts on behalf of Island Health through planning, pre-award, award, negotiation and ongoing management of contracts to medical staff. The Manager ensures practices are consistent with industry standards, Island Health policy, federal and provincial legislative requirements.



The position provides primary care provider contract management leadership across all levels of the organization with a specific focus on primary care to minimize risk to the organization, achieve Island Health's Primary Care Strategy, and comply with accountability expectations.

This position is intensely complex due to the inherent unique characteristics of physician culture and their role as independent contractors. Furthermore, the environment in which physicians practice adds an additional layer of complexity due to the influence of many external factors such as the role of Doctors of BC, the Joint Clinical Committees, the current political climate, local municipalities, local Divisions of Family Practice the influence of the Ministry of Health and the Physician Master Agreement.

QUALIFICATIONS:

Education, Training And Experience

A level of education, training and experience equivalent to a Master's degree in a relevant human services field or Business Administration plus seven (7) years' recent related experience in healthcare at a high degree of complexity in an area related to medical practitioners, leadership, relationship building, quality assurance, strategic initiative development and implementation.

Skills And Abilities

- Leadership experience in program development, analysis and measurement utilizing continuous quality improvement methodology.
- Demonstrated leadership ability and highly developed interpersonal, communication and conflict resolution skills.
- Superior written and presentation skills including ability to prepare and deliver concise analyses, reports, briefing notes, and recommendations to multidisciplinary audiences.
- Ability to function autonomously and within political environments exercising a high level of judgment to facilitate consensus and persuade/negotiate with a variety of local, municipal,



provincial and national stakeholders.
- Demonstrated commitment to client-focused services and teamwork.
- Direct experience working collaboratively and effectively with medical practitioners.
- Demonstrated experience in managing complex contractual, financial and regulatory issues and ability to adapt readily to a rapid and changing environment.
- Demonstrated ability to facilitate teamwork in a geographically diverse population with multiple stakeholders.
- Ability to integrate administrative, professional and operational standards and expectations of the department to a team with multiple reporting structures throughout Island Health in an effective and efficient manner.
- Ability to lead, participate and facilitate inter-disciplinary groups to foster cultural change.
- Ability to effectively manage operating budgets, interpret and report financial information.
- Valid driver's license and use of a personal vehicle to facilitate travel within a multi-site organization.
- Physical ability to carry out the duties of the position.

The successful candidate will help maintain high-quality support for a growing Primary Care contract portfolio; improve business processes, reporting, and decision support; build sustainable systems that enable service continuity and workforce stability; and foster collaboration, accountability, and a positive team culture.The salary range for this position is $108,147 (min) to $135,184 (midpoint) to $155,461 (max) per annum (based on 1 FTE).
