Must Haves

- 10+ years of experience in successfully managing complex I⁢ Programs in Public sector or Broader Public Sector (BPS).
- Superior knowledge of current/emerging concepts in evaluation including design, data collection, analysis, interpretation and reporting.
- Good understanding of the wider objectives and how to ensure strategic alignment of the program to business priorities.
- Experience leading organizational development, strategy development, business, and program planning.
- In-depth knowledge and handling of project and program management methodology and techniques.

Description / Responsibilities / Skills

Description

- Coordinated adoption of ODP-HD to support governed ingestion, integration, storage, stewardship, advanced analytics, AI/ML enablement, reporting and evidence-based decision-making across health programs.
- Senior program delivery support for the Immunization Information System, a critical health-sector digital initiative requiring integrated planning, governance, dependency management, stakeholder coordination and executive reporting.
- ODP-HD is a foundational health data capability intended to modernize how high-value health data assets are onboarded, governed, transformed and made available for analytics.
- The platform will help the Health Services Cluster reduce siloed data practices, improve data availability and quality, and enable priority analytics use cases.
- IIS delivery requires senior program management capacity to coordinate scope, schedule, decision-making, risks, dependencies and readiness activities across business and technical stakeholders.

Strategic Planning & Management

- Document, manage and maintain an integrated ODP-HD adoption across MOH, MLTC and MSAA. and IIS program plan, including objectives, delivery milestones, dependencies, scope, deliverables, required resources, budget assumptions, operational readiness and transition activities.
- Manage day-to-day program delivery coordination across business, data engineering, analytics, architecture, privacy, security, vendor and operational teams to support IIS outcomes.
- Establish stakeholder engagement, communication and governance plans for ODP-HD adoption and IIS delivery.
- Work with stakeholders and project teams to conduct regular risk and dependency reviews, identify mitigations and prepare executive-ready status and escalation reports.
- Develop and maintain delivery performance measures and KPIs to track ODP-HD adoption progress, IIS and continuous improvement opportunities.
- Provide CSIMB leadership with regular program, portfolio and executive status updates.

Program Management and Operations

- Ensure delivery is cost-effective, efficient and compliant with OPS, Ministry, Cluster and project/program management methodologies, standards and frameworks.




- Lead and oversee program strategy from inception through delivery, operational transition, benefits identification, funding alignment and knowledge transfer.
- Direct, manage and coordinate multidisciplinary teams and matrixed resources across platform adoption, data pipeline delivery, analytics enablement and operational readiness.
- Provide a portfolio-level view of internal and external dependencies, exposure levels, decisions and escalations affecting ODP-HD and delivery.
- Lead strategies and actions to manage change impacts and support adoption of ODP-HD-enabled delivery practices.
- Supervise the development and communication of program-related updates, governance materials, briefing notes and executive presentations.

Deliverables

- Document, manage and maintain integrated program risks, issues, assumptions, decisions and dependencies for ODP-HD and IIS.
- Support budget planning, forecasting and reporting across multiple funding channels, workstreams and organizational dependencies.
- Direct stakeholder consultation, facilitation and consensus building; provide program, portfolio and project reporting to multiple stakeholders.
- Monitor and manage cost, schedule, risk, governance, technical delivery dependencies and program impact across component projects and related workstreams.
- Provide leadership, coaching and knowledge transfer to strengthen internal program delivery capability.

Experience & Skill Set Requirements

Public Sector Experience 15%

- 10+ years of experience working with federal/provincial/broader public-sector healthcare providers.
- In-depth knowledge of Public Sector Program/Project Management artifacts (or similar), processes and practices, and ability to produce program level documentation that comply with industry standard practices.
- In-depth knowledge of industry standards such as Program and Project Management Institute (PMI) and Public Sector I⁢ project management methodologies.
- In-depth knowledge and experience with Public Sector Health related projects.
- In-depth knowledge and understanding of Ministry policy and IT project approval processes and requirements.
- Experience adopting and adhering to Public Sector Unified I⁢ Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies.
- Solid experience with large complex IT Health-related projects and programs.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

Program Management Core Skills and Experience 45%





- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- In-depth knowledge and experience producing program and project management artifacts and deliverables.
- Ability to work positively with the wide range of individuals involved in program management.
- Strong leadership and management skills and experience

- Robust presentation and meeting facilitation expertise.
- In-depth knowledge of program budgeting and resource allocation methods and techniques.
- The ability to find innovative ways to resolve problems and proactively manage program issues and risks.

General Program Management Skills and Experience 40 %

- Experience gathers and development of business and technical requirements to create and maintain a detailed program, project schedule and/or integrated plan.
- Ability to monitor and forecast program and project costs and provide reporting and input to ensure targets are met.
- Experience developing and managing programs and project scope, schedules, and deliverables.
- Ability to promote I⁢ program and project management best practices and adherence to standard methodologies.
- Experience directing program and project teams to ensure program and project deliverables are delivered on time and adhere to government and ministry standards.
- Extensive experience coordinating and monitoring program and project processes developing/communicating guidelines and procedures.
- Experience with resolution of resourcing and inter-personal conflicts, negotiates changes to resourcing, ensuring knowledge is shared among team members, and project objectives and deliverables are met in a timely manner.
- Experience with effective management of large project budgets ensuring a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
- Ability to proactively identify potential risk events and issues before they occur including identification of appropriate mitigating strategies and plans.
- Experience to effectively articulates and prioritize issues and risks at senior executive levels and recommendation of mitigation strategies for decision makers.
- Experience with establishment and facilitation of steering committee and stakeholder forums and meetings.
- Experience with providing project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Ability to use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
- Experience with promoting OPS I⁢ standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I⁢ resources.
