**Job Description:**
**Business Management Specialist, USTS Workforce Management**
**Position Summary**
The Business Management Specialist is responsible for supporting the governance, operational management, and execution of the workforce management operations.
The role ensures demand intake processes, governance controls, reporting, workforce planning, financial tracking, and program operations are executed effectively and consistently.
The specialist partners with business stakeholders, technology teams, portfolio managers, and senior leadership to drive operational excellence, ensure compliance with established governance frameworks, and provide insights that support strategic decision-making.
**Key Responsibilities**
**Governance & Program Oversight**
Administer and maintain resource governance processes, standards, and operating procedures.
Monitor adherence to governance requirements, policies, and approval workflows.
Facilitate governance forums, steering committee meetings, and operational reviews.
Track decisions, risks, issues, action items, and governance exceptions.
Ensure appropriate documentation and audit readiness for governance activities.
Support continuous improvement of governance practices and controls.
**Demand Intake & Portfolio Operations**
Manage end-to-end demand intake processes and workflow tracking.
Coordinate review and prioritization of business requests.
Monitor demand pipelines and provide visibility into intake volumes, status, and trends.
Ensure requests meet established entry criteria and governance requirements.
Support resource demand forecasting and capacity planning activities.
Facilitate stakeholder engagement throughout the demand lifecycle.
**Operational Management**
Execute day-to-day resource management operational activities and service delivery processes.
Develop and maintain operational procedures, playbooks, and reference materials.
Monitor key operational metrics and service levels.
Identify operational risks, bottlenecks, and process improvement opportunities.
Coordinate across multiple teams to ensure timely execution of deliverables.
Support annual planning, quarterly business reviews, and operational reporting cycles.
**Reporting & Analytics**
Produce regular executive and operational reporting packages.
Develop dashboards and KPI reporting for leadership.
Analyze portfolio, demand, capacity, and resource management data.
Provide insights and recommendations to support management decisions.
Monitor performance against established targets and objectives.
Prepare presentations and briefing materials for senior leadership.
**Stakeholder Management**
Establish strong relationships across business, technology, finance, and governance teams.
Coordinate communications related to governance decisions, operational updates, and program initiatives.
Support leadership with preparation of materials for executive discussions.
Act as a central point of contact for resource demand operational inquiries.
Facilitate collaboration among cross-functional teams and stakeholders.
**Financial & Resource Governance**
Support budget planning, forecasting, and financial tracking activities.
Monitor resource allocation and workforce management processes.
Assist with vendor governance and contract tracking where applicable.
Ensure financial and resource data accuracy across reporting systems.
Support leadership with investment and resource planning decisions.
**Process Improvement & Transformation**
Identify opportunities to streamline governance and operational processes.
Lead or support continuous improvement initiatives.
Develop process maps, workflows, and operating models.
Implement automation opportunities to improve efficiency and reporting accuracy.
Support change management activities associated with process enhancements.
**Qualifications**
**Education**
Bachelor's degree in Business Administration, Finance, Information Technology, Project Management, or related field.
Relevant certifications such as PMP, CBAP, Lean Six Sigma, ITIL, or Agile certifications are considered an asset.
**Experience**
3-7 years of experience in business management, program management, governance, portfolio management, operations, or related functions.
Experience supporting governance forums and executive reporting.
Experience managing demand intake, workforce planning, or portfolio operations.
Experience working in large, complex organizations and cross-functional environments.
**Technical Skills**
Advanced Microsoft Excel, Power
Point, and Power BI.
Experience with portfolio and resource management tools (e.g., Clarity, Service
Now, Jira, Planview).
Data analysis and dashboard development.
Robust documentation and process management skills.

ATH (Approval to Hire) and workforce planning coordination.
Resource forecasting and capacity management reporting.
Executive reporting and dashboard development.
Clarity and workforce management compliance monitoring.
Process documentation, playbooks, and operational controls.
Vendor and financial governance tracking.
Action item management for senior leadership and governance committees.
