The Deputy CAO is a member of the municipality's executive leadership team and is responsible for providing strategic leadership and oversight of the municipality's financial, corporate, and business service functions.

Job Title: Deputy, Chief Administrative Officer
Department: Business Administration (currently Corporate Services)
Under the direction of the Chief Administrative Officer (CAO), the Deputy CAO is a member of the municipality's executive leadership team and is responsible for providing strategic leadership and oversight of the municipality's financial, corporate, and business service functions.
The Deputy CAO develops and implements strategies that support Council's vision, ensure long-term financial sustainability, improve organizational effectiveness, and strengthen corporate governance. The position acts as a trusted advisor to the CAO, Mayor, and Council on matters relating to municipal finance, corporate services, business modernization, risk management, strategy execution and organizational performance.
The Deputy CAO may act on behalf of the CAO when delegated.
Provide executive leadership and direct strategic oversight for Financial Services, Information Technology Services, and Strategy, Innovation and Customer Experience divisions.
Lead and provide direction to the Chief Financial Officer, Chief Information Officer, and Chief of Staff in advancing corporate priorities and delivering integrated business support services across the organization.
Provide strategic oversight of the municipality's long‑term financial sustainability through executive leadership of financial planning, budgeting, financial reporting, accounting, taxation, procurement, asset management, and investment strategies.
Champion corporate business modernization and organizational transformation initiatives that improve service delivery, operational effectiveness, and customer experience.
Provide executive leadership for the municipality's information technology strategy, digital transformation, cybersecurity, enterprise applications, business intelligence, and data governance.
Oversee the development and implementation of corporate strategies related to organizational performance, innovation, communications, customer experience, diversity, equity and inclusion, accessibility and continuous improvement.
Foster integration across the Business & Administration department to ensure financial stewardship, technology and modernization, organizational strategy, and corporate services supporting Council's strategic priorities and organizational objectives.
Provide strategic advice to the Chief Administrative Officer, Council and Directors/Chiefs of other City departments on matters relating to municipal finance, technology, organizational strategy, corporate governance, business transformation, and organizational performance.
Represent the municipality with senior levels of government, financial institutions, regulatory agencies, community partners, municipal associations, and other external stakeholders on matters related to the Business Operations and Strategy portfolio.
Act on behalf of the Chief Administrative Officer as delegated.
As a member of the senior leadership team:
Develop and implement strategic goals, priorities and measurements, consistent with performance management, engaging a continuous improvement mindset and recommend improvements to CAO and Council.
Conduct continuous research, analysis of industry trends, issues and future objectives resulting in recommendations to the Chief Administrative Officer and Council.
Conduct reviews and analysis of organizational service objectives and ensure standards are achieved.
Ensure collaborative partnerships are maintained with community partners, agencies, legislators, public institutions and neighbouring service providers aligned with service delivery of the department.
As a member of the Senior Management Team, contribute to corporate planning including employee related strategies, financial planning, and organizational programs.
monitor performance of applicable corporate policies, directives, procedures, agreements.
Responsible for the overall performance outcomes of direct reports applying applicable actions aligned with organizational values; Post‑secondary degree in Business Administration, Commerce, Finance, or a related discipline.
Minimum 10 years of progressively responsible senior leadership experience, including executive responsibility for one or more corporate service functions, preferably within a municipal or broader public sector environment.
Demonstrated experience leading diverse corporate services portfolios, including financial services, information technology, corporate strategy, business operations, and organizational transformation.
Demonstrated success leading strategic planning, organizational change, continuous improvement, and enterprise‑wide transformation initiatives.
Demonstrated experience providing strategic advice to senior executives, elected officials, and governing bodies on complex financial, operational, governance, and organizational matters.
Comprehensive knowledge of Ontario municipal legislation, municipal finance, business planning, corporate governance, digital transformation, organizational performance, business intelligence, and performance measurement, including the development and use of Key Performance Indicators (KPIs).
Demonstrated leadership, relationship management, negotiation, and conflict resolution skills, with the ability to build collaborative partnerships and lead a diverse workforce within a unionized setting.
Effective communication, presentation, facilitation, customer service, and interpersonal skills, with the ability to effectively engage a broad range of internal and external stakeholders.
Demonstrated organizational, analytical, and time management skills, with the ability to manage multiple priorities, maintain confidentiality, exercise sound judgment, and deliver results in a complex environment.
Demonstrated proficiency in Microsoft Office Suite and other business technologies relevant to the position.
Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to frequently attend work‑related activities at various sites within the municipalities or at other sites within Ontario.
Possess and maintain the absence of a Criminal Record. Upon a conditional offer of employment, a Criminal Record Check will be required.
A Master's degree in Business Administration (MBA) is considered an asset, or the ability to obtain.
Certified Municipal Officer (CMO), Municipal Administration Program (MAP), Chartered Professional Accountant (CPA), or other executive leadership designation is considered an asset.
