Inspection Planning and Management: lead, plan and coordinate the inspection program with support from inspection staff. Monitor project progress and compliance in the field or through meetings with developers. Provide technical advice where appropriate to assist developers in maintaining compliance with regulatory authorizations and legislative requirements
Financial: assist in the establishment of annual O&M; budget for the inspection program
Regulatory Review: review land use permit, water licence, and quarry permit applications, including associated management plans for proposed projects on or near federal lands within the Northwest Territories. As applicable, provide technical review comments and advice related to best environmental management practices, and on the terms and conditions of regulatory authorizations. Monitor project progress through the regulatory process

Intent of the process
The immediate intent of the process is to staff indeterminately one position at Crown-Indigenous Relations and Northern Affairs Canada, in Yellowknife, Northwest Territories. A pool of partially qualified candidates may be established, which could be used to staff temporary, and/or permanent positions, with similar qualifications, various linguistic profiles, various security requirements, and/or various tenures at Crown-Indigenous Relations and Northern Affairs Canada, within the Northwest Territories. Conditions of employment may vary according to the positions to be staffed. The position is located in Yellowknife, Northwest Territories. If not already a resident in Yellowknife, NT, the selected candidate will have to relocate to Yellowknife. The remote work is not possible. Candidate information will not be shared with federal departments outside Northwest Territories to fill vacancies elsewhere across Canada.

Valid Class 5 driver’s licence .

Operational Requirements
Willingness and ability to travel for work, sometimes alone; including to remote/isolated locations by vehicle over rough roads, cars, all-terrain vehicles, by float or small plane, by helicopter or boat, in all weather conditions.
Ability and willingness to wear protective clothing and/or equipment as appropriate.
Ability and willingness to maintain standing and/or sitting positions for extended periods.

Education
A secondary school diploma or employer-approved alternatives which may include a combination of education, training and/or experience.
Experience
EX1: Experience conducting inspections, investigations or other compliance related activities under regulatory authorizations such as a land use permits or water licences.
EX2: Experience preparing clear inspection reports based on field inspection findings, and providing technical and scientific advice to clients for compliance with regulatory authorizations.
EX3: Experience analyzing technical and environmental information to support evidence-based decision-making and recommend practical solutions related to environmental protection, regulatory compliance, and corrective actions to internal and external clients*.
EX4: Experience using software applications such as Microsoft Outlook,
Word, Excel, and Adobe Acrobat to perform work-related tasks. Definition: Internal and external clients may include permit/licence holders[MD1.1], contractors, senior management, and other regulatory agencies.

Abilities
A1: Ability to plan and organize work, manage conflicting priorities, and work under time sensitive conditions to meet deadlines.
A2: Ability to coordinate the logistics, procurement and for multiple field inspections in remote locations each season.

Additional asset qualifications
AEX1: Experience working within a land and resource co-management regime, particularly in the Northwest Territories or other northern jurisdictions.
AEX2: Experience working in a Northern Setting.
AEX3: Experience conducting environmental inspections or field work.
AK1: Knowledge of the acts, regulations and guidance applicable to land and resource management in the Northwest Territories.
AK2: Knowledge of mineral exploration and mining operations, oil and gas activities, quarrying, or infrastructure development in northern regions.
