We are seeking a Project Cost Control Officer to oversee the financial monitoring, control, and reporting of all active projects within the firm. This critical role ensures that projects are delivered within approved fees, scope, and contractual terms.
You will provide independent project cost governance, while supporting Project Managers and senior leadership with accurate financial data
Key Responsibilities
Project Financial Setup & Governance: Establish project budgets based on proposals and contracts, breaking fees into phase-based and task-based budgets consistent with municipal deliverables (e.g., design stage, construction administration). You will also configure cost codes and labour categories within the firm’s accounting systems and ensure budgets reflect contract amendments, change orders, and scope adjustments.
Cost Monitoring & Forecasting: Track labour, disbursements, and subconsultant costs against budgets. You will monitor earned value indicators—including cost variance and Estimate at Completion (EAC ), to identify and ...
Financial Reporting: Prepare monthly project cost reports for leadership, highlighting fee utilization by phase, remaining budget versus scope, and variance explanations.
Project Manager Support: Act as a financial advisor to Project Managers, assisting with labour planning, fee forecasting, and the financial implications of schedule or scope changes. You will also support the preparation of additional services requests and fee amendment justifications.
Contract & Change Management:
Track contract values and amendments to ensure financials remain aligned with executed client agreements. You will also monitor compliance with municipal contract terms and maintain documentation for audits and internal QA/QC.
Invoicing & Accounting Coordination: Coordinate with accounting manager to ensure accurate, timely invoicing based on percentage complete and approved deliverables. You will track Work in Progress (WIP) and assist in reconciling project cost reports with financial statements.
Portfolio Oversight & Process Improvement: Provide leadership with visibility into high-risk projects and profitability trends. Support annual budgeting and forecasting using historical project data. Identify opportunities to improve project cost control procedures and help train staff on financial management fundamentals.
Qualifications & Experience
Education: A diploma or degree in engineering technology, finance, construction management, or project management.
Experience: Proven experience in engineering consulting, construction, or public-sector infrastructure projects.
Technical Skills: Advanced proficiency in Excel and with project accounting systems.
Professional Knowledge: A strong understanding of labour-based fee structures, municipal consulting contracts, and project cost control principles.
Core Competencies: Excellent analytical and communication skills, with the ability to work closely with Leadership Team.
Reporting Structure: Reports to the Accounting Supervisor
Work Location: Office in Markham, Ontario
Note: This is an in-person, work from office position.
