Therefore, we are seeking an
Analyst - Budget & Capitalto join our growing team in
Calgary, Alberta.
This dynamic role will be instrumental in the consolidation, stewardship, and execution of the annual Work Program and Budget (WP&B;) for CNOOC Petroleum North America, while also supporting internal reporting requirements, including the Monthly Management Financial Package and KPI reports (MMR), the North America capital management process and associated approvals, and regular business unit reviews with executive leadership.
Your Background A Completed university degree in Accounting, Finance, Engineering, or a related field.
Completion or active pursuit of an MBA, CFA, CPA, or other relevant professional designation is considered an asset.3 to 5 years of direct oil and gas industry experience, with exposure to planning, budgeting, financial analysis, capital management, or internal reporting.
Understanding of oil and gas assets and the financial and business processes that support asset planning and investment decisions.
Strong financial, analytical, and problem-solving skills, with attention to detail and a commitment to producing high-quality work.
Ability to quickly understand, assess, and conceptualize business requirements and communicate findings clearly.
Excellent coordination, collaboration, and communication skills, both written and verbal, with the ability to work effectively across multiple disciplines and cultures within an international energy company.
Proficiency with Microsoft Excel and Power
Point; experience with enterprise planning or reporting systems is considered an asset.
The successful candidate will bring a strong work ethic, clear communication skills, a collaborative mindset, and a commitment to delivering high-quality results.
They will be comfortable working with multiple stakeholders, managing competing priorities, and contributing to a team that supports important planning, capital-management, and performance-reporting decisions across CPNA.
Your Role with Our Team Support the North America Work Program & Budget
Support the preparation, consolidation, presentation, and stewardship of CPNA's annual Work Program and Budget (WP&B;),
including iterative forecasts and updates throughout the annual planning cycle.
Coordinate and collaborate with asset teams and functional departments to collect, validate, and consolidate cross-functional planning and budgeting inputs.
Prepare high-quality analysis, reporting materials, and presentations for senior leadership and executive management.
Support the preparation and tracking of CPNA's budget control categories, helping ensure alignment with internal governance requirements and the effective allocation of central funding.
Monitor business performance against approved plans and budgets, identify emerging variances or priorities, and support timely follow-up with relevant stakeholders.
Support Capital Management and Internal Approvals
Support capital projects across the project life cycle, from initiation and internal approval through implementation and close-out.
Collaborate with functional departments and project proponents to prepare funding and project applications and navigate the internal and HQ approval processes.
Help ensure capital and funding applications are complete, well supported, and aligned with CPNA's delegation of authority and governance requirements.
Contribute financial and business analysis to conceptual studies, business proposals, and other planning or capital management evaluations.
Maintain effective working relationships with regional teams, corporate functions, and overseas HQ counterparts.
Support Internal Reporting and Process Improvement
Support the preparation and coordination of CPNA's Monthly Management Financial Package, KPI reporting, and monthly Business Unit review materials.
Analyze financial and operational information to help identify performance trends, key risks, opportunities, and required management actions.
Collaborate with team members and stakeholders to improve the efficiency, consistency, and effectiveness of planning, budgeting, capital-management, and reporting processes.
Support the maintenance and continuous improvement of the CNOOC budget and reporting system (Tagetik) and related tools.
Share knowledge, follow established best practices, and contribute to a cooperative and inclusive team environment while adhering to ethics and integrity policies.
