PURPOSE OF POSITION
Due to a vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Finance Clerk – Taxes. Reporting to the Deputy Treasurer, the Tax Finance Clerk will be responsible for the activities and functions of tax policies, invoicing, collections, reconciliation, including the coordination and administration of property taxation, and collection functions. To provide customer service to the public. Receive and answer inquiries from the public, staff, government agencies, tax consultants, law firms, and the Assessment Office.
MAJOR RESPONSIBILITIES
Provides confidential financial and administrative support to the Treasurer, Deputy Treasurer, and other management staff, which includes but is not limited to:

Coordinates and prepares the property tax billing process in conjunction with government legislation and municipal by-laws; includes issuance of tax arrears notices and collection, maintenance, and adjustments of accounts; maintaining status and historical record of property tax accounts.
- Analyze and resolve concerns and inquiries from property owners and/or applicants pertaining to property assessment and taxation matters. Coordinate discussions with the applicable parties in attempt to an appropriate resolution.
- Collection of arrears; actively works to reduce arrears and collect before proceeding to tax sale process
- Prepares monthly property tax general ledger and sub ledger reconciliations.
- Balances, prepares, and delivers large bank deposits. Process and balance mortgage company bulk payment for property taxes.
- Maintains property tax roll.
- Administers property tax pre-authorization payment plan. Prepares Electronic Funds Transfer applications and process EFT payments as well as post-dated cheques on due dates.
- Prepares tax certificates, tax billings.
- Documents changes in property status, new and revised supplemental assessments and other information affecting tax collection.
- Prepares, bills, and collects local improvements, tile drain loans and other miscellaneous charges.
- Provides the public with information on taxation and tax relief programs. Responds to taxpayers concerns about their assessment and taxes.
- Liaises with Municipal Property Assessment Corporation (MPAC)
- Coordinates registration of tax arrears certificates with outside property tax consultants
- Liaises with Tax Specialist Consultant in the tax sale proceedings once initiated.
- Report and record asset maintenance needs or repairs to team leader or manager in support of asset management. Assist with the maintenance of asset inventories and databases, as required.
- Receive, review, and ensure Municipal Act appeals submitted by taxpayer meet criteria and include adequate information and applicable supporting documentation. Forward approved applications to MPAC to obtain assessment reduction based on eligibility criteria taxpayer applied for.
- Monitor and track financial impacts of Municipal Act appeals in preparation for annual allowance.
- Process tax adjustments for all approved Municipal Act applications in a timely and effective manner while ensuring completion of any required adjustments for penalty and interest, refunds.
- Monitor MPAC response to Municipal Act applications to ensure that applications are completed and returned in a timely manner in adherence to the Service Level Agreement (SLA) and to ensure that the applications are completed in a timely manner in adherence to legislative timelines under the Municipal Act.
- Auditing MPAC responses and reasoning to ensure accuracy and alignment with legislation and policy.
- Maintain current knowledge of relevant assessment and property tax legislation including the Municipal Act, the Assessment Act and Municipal by-laws affecting the tax appeal process.
Develops and maintains good working relationships with Council, staff and the public which includes:
- Complying with all office procedures.
- Attending meetings.
- Participating in resolution of delivery service issues.
- Communicating ideas, suggestions, and procedural changes which may assist the organization.
- Assisting where and when needed during staff shortages and/or emergency situations.
- Responding to public enquiries in a timely manner.
Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:
- Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place, when applicable) including maintaining a clean, orderly work area and avoiding any unsafe or disruptive behaviour in the workplace.
- Immediately reporting unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative.
- Completing all assigned health and safety training and taking the health and safety of themselves and others seriously by following workplace safety policies, procedures, and instructions.
KNOWLEDGE AND SKILLS
Education and Experience:
- A college diploma in Accounting or other related discipline.
- A minimum of two (2) years in an accounting/bookkeeping function, with experience in Tax Collection, preferably within a municipal sector.
- Completion of a Municipal Tax Administration Program preferred.
- Ability to deal courteously and effectively with the general public, staff, other levels of government and elected officials in potentially contentious situations.
Work Requires:
- Working knowledge of Municipal Acts and the statutory requirements surrounding tax collection, Employment Standards, and other applicable legislation.
- Working knowledge of finance and accounting transactions (posting, documenting, controlling, and reporting) in area of specialty.
- Excellent written and oral communications skills
- Working knowledge of office terminology, procedures, and equipment, and basic accounting.
- Ability to use computer applications such as spreadsheets, word processing, calendar, e-mail, and database software.
- Ability to work independently, establish priorities, and meet deadlines.
- Proven ability to exercise discretion, valuable judgement, diplomacy, and confidentiality.
- Ability to multi-task and handle ongoing interruptions.
- Good organizational and time-management skills.
WORKING CONDITIONS
Work occurs in an office environment with a high degree of public contact. This position requires long periods of sitting, as well as consistent visual concentration upon computer screens. Occasional lifting of boxes is required. Hours of work are scheduled within the core operating hours of 8:30 A.M.- 4:30 P.M., Monday through Friday. Occasional overtime may be required to deal with peak periods.
