Job Description:

HealthPRO Canada is seeking an enthusiastic and dedicated individual to fill the role of Clinical & Technical Advisor, Strategic Sourcing. The Clinical & Technical Advisor supports Strategic Sourcing's RFx process for member hospitals, closing a current clinical-expertise gap on the team. This is a generalist role: the successful candidate applies hands-on clinical and technical knowledge across two or more complex, technology-intensive hospital environments, such as interventional cardiology, operating room, diagnostic imaging/radiology, laboratory, or critical care, to help specify, evaluate, and award capital equipment, medical devices, software-enabled technologies, and related consumables and services that meet members' clinical and operational needs.

Responsibilities

- Provide clinical and technical expertise to develop clear, evidence-informed, and scorable RFx requirements and evaluation criteria for capital equipment, medical devices, software-enabled technologies, and related consumables and services — spanning areas such as interventional cardiology (cath lab systems), diagnostic imaging/radiology (CT, MRI, ultrasound, X-ray), and laboratory (analyzers, point-of-care devices).
- Engage physicians, clinicians, biomedical/clinical engineering, IT, infection prevention, and other hospital stakeholders to validate clinical workflows, functional requirements, interoperability needs, patient-safety considerations,

and implementation requirements.
- Lead the clinical review of supplier submissions, product demonstrations, equipment trials, and reference-site findings; identify material differences, risks, benefits, and potential impacts on care delivery.
- Score and compare vendor technical submissions and prepare evaluation summaries for sourcing committees.
- Monitor clinical practice, technology, regulatory, and market developments, and translate findings into procurement recommendations, product-standardization opportunities, implementation plans, and contract-management considerations.
- Support contract negotiations with clinical/technical rationale and risk assessment.
- Act as liaison between members, vendors, and the Strategic Sourcing team throughout the RFx lifecycle.

Required Qualifications

- Regulated healthcare qualified or qualified technical professional (e.g., Biomed Technician or a Clinical Engineer), with current registration or certification with the applicable Canadian professional body where relevant.
- Significant clinical or technical experience in two or more complex, technology-intensive hospital environments, such as interventional cardiology, operating room, diagnostic imaging/radiology, laboratory, or critical care.
- Minimum 7–10 years of hospital-based clinical or technical experience, preferably spanning two or more of the above areas.
- Demonstrated experience developing and validating clinical, functional, and technical specifications and evaluation criteria for medical equipment, devices, software-enabled technologies, and related consumables and services.
- Experience participating in or leading product evaluations, equipment trials, supplier demonstrations, workflow assessments, technology-selection committees, or hospital procurement initiatives.

- Strong knowledge of patient and user safety, clinical workflow, infection prevention, equipment interoperability, implementation, training, lifecycle requirements, and applicable Canadian regulatory or accreditation standards.
- Ability to engage physicians, nurses, allied health professionals, biomedical/clinical engineering, IT, facilities, infection prevention, supply chain, and other hospital stakeholders, and translate their needs into clear, objective, and scorable requirements.
- Strong technical writing skills for RFx specifications and evaluation documentation.

Preferred Quialifications

- Generalist breadth across multiple clinical specialty areas rather than deep expertise in just one.
- Prior exposure to strategic sourcing, procurement, or vendor/contract management, ideally in a healthcare group-purchasing or hospital supply-chain setting.
- Professional certification such as CBET (Certified Biomedical Equipment Technician, AAMI) or CCE (Certified Clinical Engineer) is an asset.
