Company Overview
Established in 1997 by representatives from the Esquimalt, Beecher Bay, Pauquachin, Tsartlip, Songhees, Tsawout, Tseycum, and T’Sou-ke First Nations, NIȽ TU,O CFSS emerged as a response to concerns regarding the growing number of Coast Salish children within the foster care system. Currently, NIȽ TU,O CFSS serves seven South Island Coast Salish Communities, including Beecher Bay, Pauquachin, Tsartlip, Songhees, Tsawout, Tseycum, and T’Sou-ke.
NIȽ TU,O CFSS offers three streams of services, all aimed at maintaining Coast Salish children within their families and communities. The first stream, Family Support Work Program, provides goal-oriented one-on-on support to youth, parents, grandparents, and caregivers from any member Nation. The second stream consists of a number of life skills and cultural programs offered by Community Wellness Facilitators. The third stream is Support Services previously administered by the Ministry of Child & Family Development, referred to as delegated services. As a Delegated Children & Family Services Society, currently delegated at C4 level, NIȽ TU,O CFSS delivers various delegated services, including guardianship and care for children in continuing care, voluntary support services to families, voluntary care or special needs agreements, caregiver recruitment, training, and support, youth agreements, respite services, extended family programs, and agreements with young adults.
Position Summary
NIȽ TU,O Child and Family Services Society is currently looking for a full-time Associate Community Service Manager for the Community Welllness Program. This is a fantastic opportunity for high potential candidates wanting to move to their first managerial role, or for a seasoned manager looking to move to a Delegated Aboriginal Agency. NIȽ TU,O supports commitments of Indigenous families in self-determination and decision- making processes over their own families and children. As the Manager of Community Wellness Program, you will be responsible for leading the planning and delivery of NIȽ TU,O Community Wellness Programs. You will collaborate with the NIȽ TU,O Management to design and deliver Community Wellness programs that meet the needs of our Coast Salish Communities. The position reports to the Executive Director and collaborate with the NIȽ TU,O Management team. A summary of duties include the following:
- Working with Community Wellness Facilitators (CWF)
on a regular basis to review and track program and delivery activity
- Performing staff supervision and performance management for CWFs.
- Managing CWFs in terms of scheduling, training, professional development, and provision of a first level of response to resolving staff grievances
- Develop the annual Community Wellness program strategy that includes the ongoing evaluation of NIȽ TU,O programs and services.
- Promote awareness and drive utilization of NIȽ TU,O Community Wellness programs among Coast Salish families and communities.
- Develop program evaluation tools and process including client feedback process regarding programs delivered
- Develop new Community Wellness programs and participate in staff/contractor recruitment as required.
- Maintain relationships with our Coast Salish Communities and South Island Service agencies.
- Maintain a documented list of all community based group programs delivered in the South Island indigenous communities and identify service gaps and overlaps.
- Collaborate on funding proposals for Community Wellness programs.
- Participating in short and long term planning and goal setting for the Agency
- Maintaining a sound understanding of Funder contract requirements
Previous experience with program development and coordination will be a requirement of the role. Experience working as or with social workers supporting indigenous children in care is considered a strong asset. The successful candidate will be required to get obtain employer paid C4 training if they do not have it already. Due to the nature of this role a clean criminal record and valid driver’s license are required as well.
Our ideal candidate will also possess the following:
Education and Work Experience
- Bachelor’s degree in Social and Community Development, Social Work, or Child and Youth Care, or equivalent, or Masters in Social Work, Teaching, Program Evaluation and Development or equivalent.
- Four or more years of experience in program delivery, facilitation, coordination, development, and supervision
- Four or more years of experience working with Indigenous communities and/or organizations mandated to provide health, counselling, and child and family services.
- Candidates must either have or be willing to attend the training required to get C4 delegation
Knowledge and Skills
· In-depth knowledge of family centered, family strengthening and strength-based and trauma-informed practice frameworks;
· In-depth knowledge of the seven Coast Salish communities we provide services to, and the culture, language and teachings.
- Knowledge of AOPSI and agency's policies, procedures, and practice manuals.
- Knowledge of CFCS Act and other related legislation.
· Well-developed interpersonal skills and effective communication skills;
· Strong organizational and time management skills;
· Ability to orient, train and provide leadership and consultative support to staff;
· Ability to handle crisis and crisis intervention;
· Ability to communicate professionally both orally and in writing;
· Ability to effectively use computer applications such as Microsoft Office Suite, information management systems, and other relevant computer system.
- Valid BC Class 5 Driver's license with a positive driver's abstract and will be expected to travel for work.
- You will require a clean Criminal Record Check.
- Lived experience as a member of an Indigenous community and/or Substantial cultural competencies with lived experience of engaging in and maintaining intercultural affiliations
- Practice rooted in social justice, Indigenous and anti-oppressive approaches to working with communities, families, and individuals
- In depth knowledge of the intergenerational trauma that occurs as a result of colonization, including the impacts of the Indian Act, Residential Schools Sixties Scoop, and other oppressive systems and structures.
