About the Role
We are seeking an experienced and detail-oriented Estimator to join our growing civil construction team. This role is responsible for preparing accurate and competitive cost estimates for municipal and private-sector infrastructure projects, including sewer, watermain, stormwater, roadworks, and underground utility construction.
Working closely with Operations, Project Managers, Site Coordinators, clients, consultants, subcontractors, and suppliers, the Estimator plays a critical role in securing profitable work and ensuring successful project execution. From the initial review of tender documents through project handoff, the successful candidate will leverage their technical expertise and market knowledge to develop comprehensive estimates that support the company's strategic growth objectives.
This position is ideal for a proactive professional who enjoys analyzing complex projects, identifying opportunities and risks, and contributing to the successful delivery of critical infrastructure projects throughout the region.
Key Responsibilities
Estimating & Tender Preparation
- Prepare accurate and competitive estimates for civil construction projects including sewer, watermain, stormwater, underground utilities, road reconstruction, and municipal infrastructure.
- Review drawings, specifications, geotechnical reports, contracts, and tender documents to determine scope and construction requirements.
- Perform quantity takeoffs and cost analyses for labour, equipment, materials, subcontractors, and project overhead.
- Develop bid pricing strategies that align with company objectives and market conditions.
- Prepare tender submissions and ensure compliance with all owner and contractual requirements.
- Coordinate bid closings and submission deadlines.
Project Planning & Pre-Construction
- Participate in project planning and constructability reviews.
- Identify project risks, opportunities, assumptions, and constraints during the estimating phase.
- Assist in developing preliminary schedules, resource plans, and execution strategies.
- Evaluate alternative construction methods and value engineering opportunities.
- Support pre-award meetings and client discussions as required.
Subcontractor & Supplier Management
- Solicit and evaluate quotations from subcontractors, suppliers, and equipment providers.
- Build and maintain strong relationships with industry partners.
- Analyze quotations to ensure compliance with project specifications and scope requirements.
- Conduct bid comparisons and leveling exercises to determine best-value procurement options.
- Maintain a database of subcontractor and supplier pricing information.
Cost Analysis & Risk Management
- Develop detailed estimates using historical data, production rates, and market trends.
- Identify and quantify project risks and contingencies.
- Analyze project profitability and recommend strategies to improve competitiveness and margins.
- Monitor industry pricing trends for labour, equipment, fuel, materials, and subcontracted services.
- Participate in post-bid and post-project reviews to improve estimating accuracy.
Project Handover & Operational Support
- Conduct comprehensive project turnover meetings with Project Managers and Site Coordinators following project award.
- Clearly communicate project scope, assumptions, risks, pricing strategies, and contractual considerations.
- Assist operations teams with budget setup and understanding estimate details.
- Support project teams with change order pricing and quantity analysis during project execution.
- Provide cost analysis and estimating assistance throughout the construction lifecycle.
Contract Review & Administration
- Review tender instructions, contract documents, supplementary conditions, and specifications.
- Identify contractual risks and opportunities.
- Assist management in evaluating project terms and conditions.
- Support procurement and contracting strategies during project startup.
Business Development & Client Relations
- Monitor tender opportunities in both municipal and private sectors.
- Develop relationships with owners, consultants, municipalities, and industry stakeholders.
- Participate in pre-qualification submissions, proposal development, and client presentations.
- Support strategic growth initiatives by identifying potential project opportunities.
- Represent the company professionally within the civil construction marketplace.
Requirements & Qualifications
- Diploma or Degree in Civil Engineering, Construction Management, Civil Engineering Technology, Quantity Surveying, or a related field.
- Equivalent combinations of education and industry experience will be considered.
- Minimum 5 years of estimating experience in heavy civil construction, municipal infrastructure, underground utilities, sewer, watermain, stormwater, or road construction projects.
- Proven experience preparing successful tenders ranging from small municipal projects to large-scale infrastructure developments.
- Strong understanding of civil construction methods,
excavation, utility installation, earthworks, roadworks, and municipal infrastructure construction.
- Ability to interpret drawings, specifications, contracts, geotechnical reports, and construction schedules.
- Thorough knowledge of OPSS, OPSD standards, municipal specifications, and industry best practices.
- Experience preparing quantity takeoffs and developing detailed construction estimates.
- Understanding of project budgeting, job costing, productivity analysis, and risk assessment.
- Proficiency with estimating software and digital takeoff tools.
- Advanced knowledge of Microsoft Excel and Microsoft Office Suite.
- Experience with project management and construction software platforms.
- Familiarity with electronic tendering platforms used by municipalities and public-sector owners.
- Strong analytical and problem-solving abilities.
- Exceptional attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple tenders and deadlines simultaneously.
- Strong negotiation and relationship-management capabilities.
- Commercial awareness with an understanding of profitability and risk management.
- Self-motivated with the ability to work independently and collaboratively.
- Gold Seal Certification (Estimator) is considered an asset.
- Membership in relevant qualified associations is considered an asset.
- Experience estimating municipal infrastructure projects throughout Ontario is highly desirable.
- Valid Class G Driver's Licence with the ability to attend site visits, pre-bid meetings, and client meetings as required.
Working Conditions:
- Frequent travel to client job sites across Niagara Region.
- Must be comfortable working outdoors and in various site conditions (construction zones, roadways, etc.).
