What you’ll do
The Systems Engineering Division is seeking a passionate specialist to join their team. If your expertise is in the area of instrumentation and control (I&C;), then we are looking for you!
Reporting to the Director, the Technical Specialist provides the following key technical services in support of CNSC Operations within technical area of specialization:
- Provide regulatory oversight of the safety performance of I&C; systems and components at nuclear facilities
- Review and assess submissions from nuclear facilities for compliance with I&C-related; regulatory requirements, covering system design, installation, commissioning, operation, maintenance and decommissioning
- Assist and perform I&C; system inspections and other related technical inspections as a subject matter expert or lead subject matter expert
- Review licensee events from an I&C; perspective
- Prepare reports, guides, procedures, and other documents that contribute to the development of regulatory documents and standards from an I&C; perspective
- Participate in or lead various projects related to the mandate of the Systems Engineering Division
- Attend and participate in national and international technical and scientific meetings and organizations, such as CSA standard committees and IAEA/NEA technical meetings.
- Participate in pre-licensing reviews of the designs of new reactors and reviews of the license applications for new nuclear facilities from an I&C; perspective
- Support the review of licence renewals for operating nuclear facilities from an I&C; perspective
- Support the CNSC’s Emergency Response Team as an Integrated System Specialist
- Identify, initiate, and manage I&C; related research and support projects which have nuclear safety significance
- Interface with other specialists or licensing Divisions to discuss technical assessments, and obtain consensus
- Mentor co-op students and/or junior specialists
Essential Qualifications:
Education:
Bachelor of Science or Engineering in physics, mechanical, electrical, computer or nuclear, or a related field, or an equivalent combination of education, knowledge, and experience.
Language Requirements:
English essential
Experience:
- I&C; and/or computer engineering at critical energy infrastructure workplace (preferably at nuclear facilities), safety critical environment, or in academia;
- Design, operation or safety analysis of I&C; systems and components at a nuclear or industrial facility
- Leading or participating in technical inspections or audits related to I&C; systems and components at a nuclear or industrial facility
- Leading and managing projects
- Evaluating I&C; equipment fitness for service at a nuclear facility, at another critical energy infrastructure environment, or at a regulatory authority
- Technical inspections or assessments related to the design of I&C; systems and components at a nuclear facility, at another critical energy infrastructure environment, or at a regulatory authority
Knowledge of:
- Knowledge and understanding of the Nuclear Safety and Control Act, Regulations and supporting guidance documentation.
- I&C;, software engineering, and system engineering codes and standards, including CSA, IEC and IEEE standards
- Electrical circuits theory, control theory, I&C; design, terminology and analysis techniques with modern tools;
- Digital and analog control systems, including Programmable Logic Controller, and/or Field Programmable Gate Array based control systems used in nuclear facilities or industrial facilities
- Quality assurance, seismic, and environmental qualification requirements of I&C; systems and components.
- Understanding and a broad knowledge of technical areas and issues outside area of expertise addressed by other disciplines, such as electrical, process and mechanical.
- Reading and understanding of piping and instrumentation diagrams, logic diagrams, circuit diagrams, electrical diagrams and applied nomenclature;
- Concepts of defense in depth, nuclear safety systems, reliability, redundancy, independence, separation, and isolation
- Categorization of I&C; system function,
including software function;
- Characteristics of mechanical, electrical, electronic, and instrument components involved in process systems in a nuclear facility
- The safety significance of the major I&C; and associated supporting electrical systems at nuclear facilities
- Knowledge of the principles of project management.
Ability to:
- Communicate complex ideas effectively to a variety of audiences both verbally and in writing
- Analyze programs and scientific/technical data, and draw the appropriate conclusions
- Train and coach staff members and external colleagues

Asset Qualification:
- Post-graduate degree in Science or Engineering in physics, mechanical, electrical, computer, or nuclear, or a field providing knowledge and skill related to I&C.;
- Experience in the maintenance, engineering, or operations department at a nuclear power plant or a related industry
- Experience leading technical inspections
- Experience leading multi-disciplinary teams and projects, and reviewing and integrating multi-disciplinary findings
- Experience representing an organization as a technical expert on standards committees, and at national and international technical/scientific meetings and organizations
Operational Needs:
All CNSC staff are subject to the Mobility Directive.
This position requires occasional travel.
Some overtime may be required.
