Manager of Procurement and Risk Management Services

Working at the District School Board of Niagara (DSBN) means being part of a supportive, innovative community that works towards doing what is best for students and helping every individual achieve success. We proudly serve over 43,000 students across 97 elementary and secondary schools in the Niagara Region, located between Lake Erie in the South and Lake Ontario to the North.

Reporting to the Controller of Finance, the successful candidate will provide leadership and direction to the Procurement team who manages the procurement of goods and services and the resulting contracts in accordance with current legislation, Board policy and procedures and industry leading practices and current legislation. The Manager is also responsible for the Board's Enterprise Risk Management (ERM) program and insurance policy administration.

The preferred candidate will demonstrate strengths in the following areas:

- Proven ability to lead strategic public sector procurement in compliance with applicable requirements, delivering value for money and advancing the Board's priorities.
- Exemplary leadership and communication skills, with the ability to build collaborative, accountable relationships with staff, colleagues and vendors.
- Demonstrated ability to provide strategic leadership across procurement, enterprise rick management and insurance administration, building regulatory compliance, operational needs, financial stewardship and services to schools.

Duties And Responsibilities

- Lead end-to-end competitive procurements for major purchases and capital projects, from needs assessment and solicitation development through evaluation, vendor selection, contract award and vendor compliance and performance management programs.
- Monitor emerging trends and technologies in procurement, strategic sourcing, vendor qualification, purchasing systems and public tendering, using data-driven insights to recommend improvements.
- Provide functional guidance to staff at all levels of the Board on procurement, risk and insurance matters, ensuring clear, consistent communication and awareness of available services and support.
- Serve as the Board's professional point of contact for the public, vendors, government agencies, collaborative procurement agencies and officials on matters within the portfolio.




- Recommend improvements to procurement and vendor management processes that strengthen Board and school operations and support student achievement.
- Lead the Board's Enterprise Risk Management program, guiding staff, advancing program maturity and achieving objectives in alignment with applicable directives.
- Oversee the Board's insurance program, including policy administration, claims coordination, reporting and compliance with applicable requirements.
- Lead and develop direct reports by assigning work, setting priorities, resolving issues and establishing goals aligned with individual capabilities, operational needs and the Board's strategic plan.
- Oversee all procurement-related Ministry reporting, attestations, and compliance submissions while monitoring legislative changes and ensuring adherence to Ministry of Education and Broader Public Sector procurement requirements.

Qualifications Required Include

- College or University degree in Supply Chain Management, Business Administration or Commerce.
- A Certified Professional Procurement Office (CPPO) or Certified Supply Chain Management Professional (CSCMP) designation is preferred. A Certified Risk Manager (CRM) designation is also considered an asset.
- Minimum of five (5) years' experience in public sector procurement, preferably with an Ontario school board.

- Minimum of three (3) years in a supervisory or management capacity with proven leadership, mentoring and team building skills.
- Proven negotiation and conflict resolution skills, with the ability to foster productive vendor relationships based on transparency, mutual respect and accountability.
- Proficient in Microsoft 365 applications, including Outlook, Word, Excel, PowerPoint, Teams and SharePoint, with the ability to use digital tools for data analysis, collaboration, reporting and presentations.
- Strong written, oral, and interpersonal communication skills.

POSITION DETAILS Salary range:



$113,218 – $133,005 and includes a comprehensive benefit plan through a provincial benefits trust plan (extended health, dental, life insurance, AD&D;), and enrolment in the OMERS pension plan.

This is a permanent full-time, 12-month, 35 hour per week position and is part of the Board's union-exempt Administrative Management Group.
