The Product
Owner II serves as a key technical and strategic leader responsible for the end-to-end ownership of one or more enterprise applications.
Product
Owner makes informed, strategic decisions on behalf of the organization regarding the design, configuration, and evolution of their applications. They lead the analysis of complex business processes, translate them into actionable system requirements, and oversee the delivery of enhancements through agile methodologies. They collaborate closely with cross-functional teams—including developers, architects, business analysts, and vendors—to ensure timely and high-quality delivery of solutions.
The role also involves managing vendor relationships, monitoring service levels, and ensuring compliance with contractual and regulatory requirements. With a strong focus on user experience and data-informed decision-making, the Product Owner champions continuous improvement and acts as a trusted advisor to business stakeholders. This position requires a blend of technical acumen, business insight, and leadership capability to guide the strategic direction of enterprise applications and deliver measurable outcomes.
Leads Business Analysis Life
Cycle (BALC) and Design (SDLC) work plans. Guide the UAT process and procedure in supporting the development of Business Unit testing scripts. Leads and facilitates project teams and focus groups for system improvement and upgrades.
Manage smaller projects and initiatives from end-to-end (IT enhancements for example) Assists in the design and development of the overall project delivery strategy including creation and execution of work plans by monitoring relevant risk factors that impact project direction and progression. Develops project outlines, descriptions and implementation plans to support departmental initiatives.
Prioritizes projects to ensure that the needs of internal and external stakeholders are met.
Provides technical expertise and guidance to internal / external stakeholders regarding project goals and objectives in a professional and timely manner. Vender relationship management, including performance assessment, escalation of issues, and new operational issues/requirements and evolving business needs. Works with Management to identify business processes and system solution improvements.
Participates in system audits as per required by the business units Ensures compliance to City Standards, including Cyber Security and Development Standards Defines system roadmap, with input from business strategic plans, and City Digital strategy. Serves as the primary technical authority and subject matter expert for assigned enterprise systems, providing strategic guidance and resolving complex operational issues that impact performance, usability, and business continuity. Develops and maintains user support resources such as training manuals, video tutorials, and knowledge base articles, ensuring accessibility and relevance across departments.
Designs and delivers advanced training programs for end users, department administrators, and IT support teams, including “train-the-trainer” sessions and onboarding for new system features. Facilitates change management initiatives by developing communication plans, stakeholder engagement strategies, and adoption support materials for system changes. Leads system testing efforts, including functional testing, regression testing, and user acceptance testing (UAT), ensuring quality assurance and stakeholder sign-off.
Undergraduate
Degree in Computer Science, Business Administration or equivalent Minimum 5 years’ experience in a technical role and coordinating the work of others, preferably in the public sector Minimum 1 year of supervising or oversight on project work Certification as a Business Analyst or Systems Analyst is an asset Project Management Professional (PMP) or equivalent is an asset Certified Product Owners is an asset Knowledge of assigned product and expert knowledge in system design and analysis Ability to keep up with emerging trends in IT (cloud computing,
AI, cybersecurity, digital identity) and apply relevant insights to local context Knowledge of relevant legislation such as AODA (Accessibility for Ontarians with Disabilities Act), MFIPPA Proficient in project management (PMLC) & system prototyping tools (JIRA, QA, SDLC, BALC) ERP, CRM, HRIS), system architecture, and integration frameworks, with working knowledge of APIs, data flows, and security protocols. Experienced in agile methodologies, product lifecycle management, and IT service management (ITSM) practices. Skilled in using tools such as Jira, Confluence, Azure DevOps, and reporting platforms (e.g., Power BI, Tableau) to manage backlogs, track progress, and communicate insights.
Experienced in leading user acceptance testing (UAT), system validation, and release planning, ensuring stakeholder engagement and quality assurance. Demonstrated knowledge of governance frameworks, access controls, and compliance standards to support secure and reliable system operations. Knowledge of systems development lifecycle (SDLC), Agile, and Waterfall methodologies Exceptional written and verbal communication skills tailored to both technical and non-technical audiences Proficient in Microsoft 365 Suite Meets or exceeds service standards when interacting with customers in the community and in the organization.
