This role is an in‑office position (5 days per week) based at our 20 Bay Location. Our team is highly collaborative, and much of our work perks from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.
The Funding & Financing Account Manager is a permanent, full-time role responsible for leading and coordinating funding submissions for capital projects across federal, municipal, and other funding and financing programs. The role supports future funding requirements through the preparation of funding requests, financial analysis, and strategic planning activities.
What will I be doing?
Lead federal funding strategy and proposal development by identifying future federal funding opportunities, assessing project eligibility, supporting Metrolinx input into federal program, coordinating project selection across business units.
Lead stakeholder engagement and negotiations with internal business units, municipal partners, provincial ministries, and federal funding agencies to resolve funding, reporting, compliance, and program delivery issues.
Lead Metrolinx input into contribution agreements by defining funding requirements, reporting obligations, eligible cost parameters, and compliance expectations,
and oversee ongoing monitoring and reporting.
Lead the preparation, review, and submission of federal funding claims, including eligibility assessments, cost categorization, expenditure reconciliations, supporting documentation.
Develop and maintain federal funding call letter forecasts by analyzing project-level expenditures, monitoring funding utilization, identifying forecast risks or variances, and coordinating with project teams and finance partners to support funding allocation, cash flow planning, and government reporting obligations.
Influence decision-making and provide strategic advice to stakeholders across the organization by challenging assumptions, resolving conflicting priorities, and ensuring funding submissions, forecasts, claims, and reporting meet corporate and external funding requirements.
Lead and coordinate the development of planning reports and content for presentations for management. Ensures quality, completeness and timeliness of materials and delivers/participates in presentations and briefing
Oversee the quality and integration of financial analysis, planning materials, and reporting packages prepared by analysts to support senior management decision‑making.
Provide due diligence, analysis, and recommendations on Metrolinx projects eligible for federal, municipal, and other funding/financing sources, including monitoring program requirements.
Analyze short‑and long‑term impacts, options and strategies, and seamlessly integrate work of others into cohesive end‑to‑end packages related to Metrolinx’s funding strategy,
Treasury Board (TB) submissions.
Provide team leadership for the unit by coordinating and leading team members within strategic business planning in the development of Metrolinx’s fiscal strategy.
Coach financial analysts particularly the newer staff on research, monitoring and evaluation techniques.
What Skills and Qualifications Do I Need?
Completionof a degree in Business, Accounting, or a related discipline – or a combination of education, training and experience deemed equivalent.Master’s degree in business administration, Economics, PublicAdministration
Demonstrated related experience, experience in federal/provincial/municipal relations is considered an asset.
Accounting designation is an asset
Understand complexities of large transfer payment programs like federal funding programs/payments.
Expert understanding of funding and financing opportunities used worldwide to support growth in transportation/transit services.
Collaboration, relationship management skills to liaise effectively with senior management, business/program unit management/staff across the organization and provide advisory/consultative services to support/inform business planning and financial analysis activities and decision making.
Verbal/written/presentation skills to develop reports, option papers, briefing notes, proposals and present to senior management, executives, MTO, MOI, INFC and federal treasury board.
