SCHEDULE: Day, Other, 8 and 12-hour shifts. Work schedule may be changed to meet operational needs.

JOB SUMMARY:
The incumbent reports to the Director of Medical Recruitment and Retention. They provide skilled assistance to the medical directors in the framework of developing services. They analyze, revise and write policies and procedures, information notes, reports and business plans related to the development of the clinical services plan and strategic directions.They are also responsible for conducting the research required to develop strategies for physician recruitment and retention. They manage projects, prepare business plans and indicators, and ensure follow-up and coordination of projects related to the sector's internal operations.
The incumbent participates in the sector's recruitment activities and may be called up to contribute to their development. They also take part in recruitment activities throughout the province and nationally.
The incumbent works closely with the research, medical training, project management, quality management, risk management, policies and procedures, communications, planning and program evaluation sectors, as well as with all external partners, including the New Brunswick Medical Society, the Centre de formation médicale du Nouveau-Brunswick and the College of Physicians and Surgeons of New Brunswick.
REQUIREMENTS:
- Bachelor's degree in administrative science, humanities or social science;
- Graduate training in health services management, public administration, business administration or related field considered an asset;
- Minimum of five years' experience in the development, analysis and implementation of policies or programs in the health field or public sector;
- Experience in research and research methodology;
- Combination of training and experience deemed equivalent may be taken into consideration;
- Proven analytical and writing skills and ability to see the "big picture";
- Ability to manage numerous projects/tasks simultaneously, and understanding of the organization's needs and priorities;
- Initiative;
- Ability to set priorities and meet objectives;
- Proficiency with common computer tools (Microsoft Suite);
- Valid driver's licence and access to a vehicle (occasional travel required).
- Develop and implement strategies to attract and retain physicians in accordance with the immediate and future needs of the Network and the province;
- Collaborate with the Human Resources department on the recruitment of physicians;
- Keep the database of physician candidates up to date;
- Participate in the planning, development, and coordination of medical recruitment activities for the entire Network;
- Plan site visits and welcome activities, including community needs, real estate, educational institutions, etc.;
- Ensure that applications, job openings, and hires are kept up to date with Human Resources and Medicare;
- Ensure that the required documentation for accreditation has been completed and submitted to the appropriate parties, including New Brunswick Health Insurance, the College of Physicians and Surgeons of New Brunswick, the New Brunswick Medical Society, etc.;
- Review and reimburse candidates for related expenses in accordance with financial guidelines;
- Interpret provincial incentive programs and submit applications for approval to the Department of Health, as appropriate.
Complete the necessary incentive agreements upon approval and follow up on them;
- Handle communications and follow up on applications for the Vitalité Health Network Mentoring Program;
- Maintain relationships with external partners—including the Department of Health, the New Brunswick Medical Society, and local communities—regarding medical recruitment efforts;
- Ensure, at the regional level, that the medical recruitment goals of the provincial health plan are met;
- Be familiar with all government programs related to the recruitment and retention of physicians (grants, scholarships, programs, compensation, etc.);
- Understand the processes for supporting work permits, permanent residence programs, and provincial options for applicants. Work collaboratively with Human Resources on immigration cases;
- Maintain relationships with external partners—including the Department of Health, the New Brunswick Medical Society, and local communities—regarding medical recruitment efforts;
- Ensure, at the regional level, that the medical recruitment goals of the provincial health plan are met;
- Ability to work independently and as a team member;
- Physical ability to perform assigned duties;
- Good previous work history (performance and attendance);
- Adherence to professional ethics principles, to the Network management philosophy and organizational values;
- Compliance with the rules of confidentiality established by the Vitalité Health Network.
