Job InformationJob Title: Regional Licensing OfficerLocation: Lethbridge or TaberHours: 36.25 hours per week (full time)Classification: Human Services Worker 3Salary: $66,112–$85,208 per year (bi‑weekly $2,533.03–$3,264.69)ResponsibilitiesReview and process applications for licenses or license renewals.Complete environmental safety assessments.Inspect and monitor compliance for all licensed facilities; conduct regular inspections and audits of licensed facilities to assess compliance with regulatory standards, including the Children, Youth and Family Enhancement Act, Residential Facilities Licensing Regulation, Enhancement Policy, contracts, agreements, and agency policies.Assist in identifying emerging issues in the region, assess potential impacts, develop action plans, and recommend and implement mitigation strategies to address areas of non‑compliance.Ensure services are delivered in a strength‑based, proactive manner and adhere to legislation, regulations, and policy.Collaborate with child intervention, Alberta Health Services, municipality services, and agencies related to reported incidents and inspection concerns.Respond to all residential licensing related inquiries made by Albertans.Complete all required paperwork, reports, and applications and maintain physical and electronic files.Ensure that all data management systems are kept up to date.General data entry and collection of required documents.Assist in responding to Minister’s Action Requests and regional requests for information/support.CompetenciesSystems Thinking– Takes a long‑term view towards organization’s objectives and how to achieve them.Develop Networks– Builds impactful relationships with the right people and ensures varying group needs are represented.Creative Problem Solving– Engages the community and resources at hand to address issues.Agility– Creates an adaptable setting and leads change.QualificationsRelated university degree (bachelor’s degree in business administration, public policy, public health, sociology, psychology, social work, or another relevant field) plus one year of progressively responsible related experience; or an equivalent as described below.Equivalency : Related diploma and 2 years related experience; or related certificate and 3 years related experience.Knowledge of providing information, consultation, orientation, evaluation, and ongoing monitoring to prospective and existing residential placement providers, including foster homes, group homes, and residential and secure facilities.Experience working collaboratively with contracted agency foster homes, residential care facilities, and Delegated First Nations Agencies.Knowledge of legislation, regulatory, and policy requirements related to residential placements, including the Children, Youth and Family Enhancement Act, Residential Facilities Licensing Regulations, and Child, Youth and Family Enhancement Policy.Skill and Ability RequirementsStrong interpersonal skills, sound assessment and decision‑making skills, and the ability to work independently.Computer and technology proficiency.Organization and time management.Crisis intervention.Observation and documentation.Communication.Problem solving and conflict resolution.Networking.Additional ConsiderationsRegulatory compliance knowledge.Experience working with stakeholders.Strong written and verbal skills.Knowledge of database systems CYIM (Child Youth Information Management) and CICIO (Child Intervention Case Information Online).First Aid Certification.Role RequirementsValid Class 5 Driver’s License and access to a reliable vehicle.Travel required.Pre‑Employment RequirementsInterview.Academic credential check.Professional and/or academic reference checks.Criminal record check with Vulnerable Sector.Intervention record check.Employee record check.Driver’s abstract.Equal Opportunity EmploymentThe Government of Alberta is an equal opportunity employer.
