About The OpportunityOur client, a growing not-for profit organization located in Ottawa's east end, is seeking a Finance Manager to join their growing team. Reporting to the Director of Finance and Administration, the Finance Manager will provide dedicated financial management and oversight for a major federally funded national program, ensuring program expenditures, employer incentive payments, partner funding and administrative costs are managed, documented and reported in line with internal policies and the requirements of the federal contribution agreement.This role is also part of a long-term finance leadership succession plan. While the initial focus is the national program, the successful candidate will progressively build knowledge of broader financial operations and assume increasing responsibility over time.Lead the day-to-day financial administration of a large, federally funded national program, including budgets, forecasts, cash flow and expenditure tracking against approved fundingPrepare regular financial reports, forecasts and variance analyses for senior leadership, flagging emerging pressures and financial risksPrepare and support financial claims and reporting required under a federal contribution agreement, ensuring expenditures are correctly coded and allocated to eligible cost categoriesOversee the processing, reconciliation and tracking of high-volume employer incentive payments and partner funding streams, ensuring appropriate approvals and documentationUndertake and oversee core accounting functions, including accounts payable and receivable, bank and account reconciliations, disbursements, month-end journal entries and closingDevelop, document and maintain financial procedures and controls, including segregation of duties, approval processes and clear audit trailsSupport financial audits, funder reviews and monitoring activities, preparing supporting schedules and documentationSupervise, coach and set priorities for a team of Finance Coordinators,



reviewing their work for accuracy and timelinessCollaborate with program leadership, coordinators and delivery partners to resolve discrepancies and ensure decisions are informed by timely financial informationProgressively take on broader finance responsibilities, such as annual budgeting, Board reporting, year-end audit preparation, cash-flow management, payroll and benefits administration, and long-term financial planningAbout YouBachelor's degree in commerce, accounting, finance or a related disciplineCPA designation preferred; candidates actively pursuing their CPA will also be considered5-8 years of progressively responsible accounting or financial management experienceDemonstrated experience managing finances for government-funded programs, contribution agreements, grants or similarly complex funding arrangementsStrong background in budgeting, forecasting, reconciliations and financial reporting.Experience managing high volumes of financial transactions and maintaining effective financial controlsExperience preparing documentation for audits, financial reviews or funder monitoringExperience supervising or providing functional leadership to finance staffExperience with cloud-based accounting systems; Sage experience is an assetNot-for-profit sector experience is considered an assetExceptional attention to detail, sound financial judgment and strong analytical and problem-solving skillsAbility to communicate financial information clearly to non-finance staff and senior leadershipComfort working in a dynamic workplace where systems and processes continue to evolveAbout the JobPermanent, full-time positionHybrid work arrangement based in Ottawa, with a minimum of one day per week in the office (Ottawa East)Salary range: $85,000 to $95,000 annually, commensurate with qualifications and experienceComprehensive employee benefits packageA structured pathway toward future senior financial leadershipPlease note that all candidates must be permitted to work in Canada to be considered for this opportunity.
