Overview The Client is seeking a Change Management Consultant to support its Capital Project Management System (CPMS) initiative, a two-year business transformation focused on strengthening how capital projects are planned, managed, governed, and reported. The consultant will lead the people side of change to support adoption of standardized project and portfolio management practices, new governance processes, updated roles and responsibilities, and a centralized platform for capital project information.
The role will work closely with senior leaders, project teams, subject matter experts, technology, procurement, and learning partners to support stakeholder engagement, readiness, communications, training, adoption, and sustainment. The initiative will impact approximately 200 employees and includes implementation of a configurable commercial off-the-shelf solution supporting improved governance, reporting, risk and issue management, budget and schedule tracking, document management, data standards, decision rights, role-based training, and long-term adoption.
What you will be doing Change Management application: Applies change management principles, methodologies, and best practices using both planned and adaptive approaches that are fit-for-purpose to the initiative. Conducts change diagnostics to identify adoption risks, organizational readiness, stakeholder impacts, and conditions for success, and translates findings into practical strategies and interventions that support sustained behavioural change, stakeholder commitment, and adoption of recent ways of working.
Organizational assessment, adoption analysis, and risk-informed recommendations: Serves as a trusted advisor to the Executive Sponsor, Business Sponsor, and Core Project Team, working closely with the STT Lead to provide assessment, challenge, and guidance on stakeholder dynamics, organizational readiness, and adoption risks. Supports Business Sponsor in understanding the implications of project decisions on successful adoption outcomes
Stakeholder & organizational diagnosis: Assess stakeholder needs, readiness, impacts, organizational conditions, and adoption barriers. Identifies root causes of resistance and implementation risks and recommends targeted interventions to improve change outcomes
Change strategy and execution: Develop and implement change management strategies, plans, and deliverables, including stakeholder engagement, communications, readiness, training, adoption measurement, and sustainment activities aligned to business outcomes
Change leadership enablement: Assess DAS change leadership capabilities and support the development and delivery of change leadership learning, coaching, tools,
and resources in partnership with Leadership & Learning. Provide change leaders with guidance and coaching on sponsorship actions to strengthen collective ownership, adoption, and sustainment
Stakeholder management: Partner with project leaders and sponsors to identify, assess, and engage stakeholders across impacted business areas. Analyze stakeholder perspectives, organizational dynamics, and sources of support or resistance, and provide recommendations that inform project decisions, change strategies, communications, readiness activities, and adoption plans.
Learning & capability development: Assess learning and capability needs and partner with subject matter experts, vendors, Leadership & Learning, and other learning resources to support the design and implementation of role-based learning and capability development strategies. Translate business, process, role, and system changes into learning requirements and ensure technical training materials provided by the vendor are integrated with the Client's future-state business processes, roles, responsibilities, and ways of working. Develop or coordinate supporting learning materials, performance support resources, and adoption activities to enable successful transition and sustained adoption
Measurement, reporting & continuous improvement: Develop and implement a change measurement framework aligned to project objectives and desired behavioural outcomes. Collect, analyze, and synthesize qualitative and quantitative data (e.g. from surveys, interviews, focus groups, training evaluations) to identify trends, risks, barriers, and opportunities. Regularly report findings to project leaders and sponsors and recommend adjustments to change interventions based on emerging insights.
Expected Deliverables The focus of the initial six-month term will be on understanding the organizational impacts of the CPMS initiative, identifying adoption risks and conditions for success, developing strategies and plans to support adoption, and providing decision support to project leaders and sponsors throughout project planning and implementation. The deliverables will be produced through the following four stages:
1. Assess – Develop an understanding of desired business outcomes, organizational context, stakeholder needs, leadership readiness, adoption risks, and conditions required for success. Deliverables:
Organizational change assessments and diagnostics
Stakeholder, readiness, change impact, and Change Leadership capability assessments
Adoption risk assessment
2. Align – Build shared understanding among project sponsors and leaders regarding intended business outcomes, adoption outcomes, success measures, leadership accountabilities, and key assumptions. Deliverables:
Leadership alignment & adoption success/measurement framework
3. Design – Develop the strategies, measures, and approaches required to support adoption of future-state ways of working. Change Management Strategy and Roadmap
Stakeholder engagement approaches
Change leadership enablement approach
Learning needs assessment
Adoption and CM status monitoring framework
4. Operationalize – Translate approved strategies into actionable plans and decision-support mechanisms aligned with project priorities and timelines. Integrated Change Management Plan
Ongoing recommendations and decision support to Business and Change Sponsors and Core Project Team
What you must have Minimum 7 years of experience in change management supporting adoption of IMT-enabled business transformation initiatives in large, complex organizations
Demonstrated ability to conduct organizational change diagnostics, stakeholder assessments, readiness assessments, and adoption risk analyses, and translate findings into actionable plans and recommendations
Experience partnering with senior leaders, sponsors, and project teams to support alignment, sponsorship, and successful adoption of change
Experience developing change measurement approaches, adoption metrics, and reporting frameworks
Excellent analytical, problem-solving, communication, presentation, facilitation, and relationship building skills
Strong knowledge and practical application of change management methodologies and best practices
Bachelor's degree in Business Administration, Organizational Development, Industrial Psychology, or a related discipline
Prosci Certification (or equivalent recognized change management certification)
Experience working in or with the public sector
Experience supporting large-scale business transformation initiatives involving changes to governance, processes, roles, accountabilities, and ways of working
Experience supporting project management and portfolio management capability building initiatives
