The
**Applications Development Technology Senior Lead**
is a senior level position responsible for establishing and implementing new or revised application systems and programs in coordination with the Technology Team.
The overall objective of this role is to drive organizational capability, set the technical direction for enterprise applications, and ensure the delivery of scalable, secure, resilient, and high-performance solutions aligned with Citigroup's strategic goals.
**Responsibilities:**
**Java Platform & Spring Ecosystem**
**Provide executive oversight on Java and Spring Framework upgrade programs**
— governing migration strategies, compatibility assessments, deprecation roadmaps, regression testing plans, and enterprise-wide rollout
Set standards for
**JVM performance optimization** , GC tuning, memory management, and application observability across all teams
Ensure engineering teams stay current with the Java ecosystem evolution and Spring release cycles
**Caching & Infrastructure Collaboration**
**Govern Gem
Fire/Apache Geode caching strategy**
across the enterprise — overseeing cluster topology design, region configuration standards, WAN replication, eviction policies, persistence strategies, and high-availability configuration
**Own the strategic relationship with Infrastructure and Dev
Ops teams** , providing executive direction on the planning, setup, and lifecycle management of: Application and database
**clusters and node topology**
**Caching layers and distributed in-memory data grids**
(Gem
Fire/Geode)
**Database environments**
— relational, distributed, and NoSQL
**Containerized application environments**
(Kubernetes, Docker)
**CI/CD pipelines**
and release engineering infrastructure
Approve and guide
**Infrastructure-as-Code (IaC)**
strategies and platform automation standards
**Security & Code Vulnerability Management**
**Own the group's security engineering posture**
— define and enforces secure coding standards, vulnerability management processes, and compliance controls across all development teams
Govern
**code vulnerability assessment and remediation programs** , including SAST/DAST tooling integration (Sonar
Qube,
Checkmarx) and mandatory security gates in CI/CD pipelines
Liaise with Cybersecurity, Risk,
and Compliance teams to address audit findings and implement security improvement plans
**Delivery & Operational Excellence**
Monitor and govern all phases of the software development lifecycle — analysis, design, construction, testing, and implementation — ensuring consistent quality and on-time delivery across all programs
Ensure essential procedures are followed and
**define operating standards and processes**
for the entire group
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets — by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment, and escalating, managing, and reporting control issues with transparency
**Required Qualifications:**
**10+ years of relevant experience** , in
**Java core concepts**
(OOP, Collections, Concurrency, JVM internals) with ability to guide technical teams at depth
Strong working knowledge of
**Spring Framework**
(Spring Boot, Spring MVC, Spring Data, Spring Security, Spring Cloud)
Experience with
**database technologies**
(SQL, ORM frameworks) and API design principles (RESTful, GraphQL, API Gateway patterns)
**Education:**
Bachelor's degree/University degree or equivalent experience
Master's degree preferred
