Bilingual Technical Design Lead, Identity & Access Management Other Area(s) Permanent Sep 25, 2026 Bilingual Technical Design Lead, Identity & Access Management Contract Length: Permanent / Full-Time Federal Government Clearance Level Required: None We are seeking an experienced Lead Analyst, IT Security to join a dynamic Information Technology team. This leadership role is responsible for the design, implementation, enhancement, and ongoing management of enterprise Identity and Access Management (IAM) solutions supporting mission-critical systems and services.

The Lead

Analyst, IT Security will serve as the technical lead for the IAM program, overseeing the design, development, integration, and support of enterprise identity solutions. The successful candidate will lead a team of Senior Analysts, collaborate with stakeholders across the organization, and drive IAM initiatives that enhance security, access governance, identity lifecycle management, and operational efficiency. Lead the design, development, implementation, and support of enterprise IAM solutions.

Provide technical leadership and mentorship to a team of Senior IT Security Analysts. Manage identity lifecycle management processes, access governance, role-based access controls, and policy enforcement. Collaborate with business stakeholders, architects, and technical teams to deliver IAM projects and enhancements.

Design and implement integrations with cloud, hybrid, and on-premises systems. Ensure adherence to security standards, development frameworks,



and architectural best practices. Oversee troubleshooting, incident resolution, and system performance improvements.

Support project planning, risk management, testing, deployment, and production migrations. Develop and maintain technical documentation, procedures, and standards. University degree in Computer Science, Information Technology, or a related field, or equivalent combination of education and experience.

Minimum 7 years of experience in Identity & Access Management (IAM), cybersecurity, or related disciplines. Strong knowledge of IAM concepts including identity lifecycle management, RBAC, ABAC, access certification, and policy enforcement.

Experience with SSO, MFA, PAM, and enterprise access management solutions. Strong scripting and programming experience with technologies such as Java, JavaScript, Python, Node.js, and/or PowerShell.

Experience leading technical teams and mentoring IT professionals. Excellent communication and stakeholder management skills. Bilingual in English and French (written and spoken).

Experience with APIs, middleware, automation, and enterprise integrations. SQL and Oracle database experience. Relevant security certifications such as CISSP, CISM, CIAM, Saviynt, CyberArk, SailPoint, or Microsoft Security certifications. Comprehensive health and dental advantages. Pension plan.
