About Design Build Solutions
Design Build Solutions (DBS) is the design and construction arm of the Shannex group of companies. For more than 20 years, DBS has delivered integrated design-build projects for long-term care and seniors' living across Nova Scotia, New Brunswick and Ontario, with a steady pipeline of work ahead. We are building an in-house civil design capability to support this growth and are looking for a Civil Design Technologist or Engineer-in-Training to join the team.
The Role
Based in our Halifax head office, you will take civil scope from concept through permitting and construction support for new long-term care, retirement living and supporting buildings across NS, NB and ON. You will produce drawings in Civil 3D, prepare stormwater and servicing designs, lead municipal and environmental approvals, and support our estimating and construction teams in the field.

- Build and manage surfaces, alignments, corridors, pipe networks and grading models.
- Prepare site grading and drainage plans, including earthwork volumes and cut/fill balancing.
- Prepare erosion and sediment control (ESC) plans.
- Maintain drawing standards, sheet sets and revision control.
Stormwater Management
- Prepare stormwater management reports: pre/post-development flows, detention sizing and quality treatment.
- Size storm sewers, catch basins, culverts, ditches and outlet structures.
- Design low impact development (LID) measures and underground storage where required.
- Run hydrologic and hydraulic modelling (rational method, SWMM,
HydroCAD or equivalent).
Building Site Servicing
- Design water, sanitary and storm service connections from the main to the building.
- Complete fire flow and domestic demand calculations and coordinate with fire protection.
- Locate hydrants and fire department connections (FDCs).
- Prepare servicing briefs and design calculations to support submissions.
Approvals and Permitting — Nova Scotia
- Prepare Halifax Water submissions to the Halifax Water Design and Construction Specifications.
- Prepare HRM submissions: Municipal Design Guidelines, lot grading, and Streets By-law (S-300) right-of-way/encroachment permits.
- Prepare NSECC approvals for watercourse and wetland alteration (Activities Designation Regulations).
- Coordinate municipal servicing approvals outside HRM (e.g., Kentville, West Hants).
Approvals and Permitting — New Brunswick
- Prepare Watercourse and Wetland Alteration (WAWA) permit applications with the Department of Environment and Local Government.
- Support EIA registration where triggered.
- Prepare municipal servicing submissions (e.g., Saint John, Moncton, Fredericton).
Approvals and Permitting — Ontario
- Prepare MECP Environmental Compliance Approval (ECA) applications, including the CLI-ECA process.
- Prepare Conservation Authority permit applications (O. Reg. 41/24).
- Prepare municipal Site Plan Approval engineering packages: FSR, SWM report,
grading and servicing plans.
- Design to OPSS/OPSD and local municipal standards.
Coordination and Construction Support
- Coordinate with architects and structural, mechanical, electrical and landscape consultants.
- Respond to municipal and utility review comments and resubmit.
- Review shop drawings and answer contractor RFIs for civil scope.
- Support site reviews, as-built drawings and deficiency tracking.
- Prepare civil quantities and cost input for DBS estimating and budget services.
Qualifications
- Civil engineering degree (EIT) or civil engineering technology diploma.
- Registered or eligible for registration with Engineers Nova Scotia (EGNS), APEGNB or PEO as an EIT, or with TechNova as a technologist.
- 2+ years of Civil 3D experience in land development or municipal work.
- Working knowledge of approval processes in Nova Scotia, New Brunswick and Ontario.
