Position Summary The Human Resources Manager is responsible for leading the Human Resources functions for Corbrook – Awakening Abilities and its social enterprises, OOTB Inc. and OOTB Bakery, while fostering a positive, compliant, and collaborative workplace. This role plays a critical part in supporting organizational goals through effective employee relations, talent acquisition, payroll and benefits administration, health and safety leadership, and labour relations within a unionized environment.
The Human Resources Manager serves as a trusted advisor to management and employees across the organization and its social enterprises, ensuring compliance with employment legislation, collective agreements, organizational policies, and Human Resources best practices.
Key Responsibilities
Employee & Labour Relations
- Provide day-to-day HR guidance and support to managers and employees.
- Interpret and administer collective agreements in partnership with management.
- Support grievance administration, investigations, disciplinary processes, and conflict resolution.
- Assist management during collective bargaining preparation and implementation.
- Foster productive working relationships with union representatives.
- Ensure compliance with applicable employment standards, labor legislation, human rights legislation, and organizational policies.
Recruitment, Onboarding & Orientation
- Lead the full-cycle recruitment process, including workforce planning, job postings, interviewing, candidate selection, and employment offers.
- Coordinate pre-employment screening and reference checks.
- Develop and deliver comprehensive onboarding and orientation programs for new employees.
- Support employee retention initiatives and probationary reviews.
- Maintain recruitment metrics and talent pipelines.
Payroll & Benefits Administration
- Oversee payroll processing to ensure accuracy, confidentiality, and legislative compliance.
- Administer employee benefits, pension programs, leaves of absence, and disability management.
- Act as the primary liaison with payroll providers, benefit carriers, pension administrators, and external agencies.
- Ensure accurate employee records and payroll documentation.
- Support annual benefit renewals and employee enrollment activities.
Health & Safety
- Lead organizational health and safety initiatives and promote a culture of workplace safety.
- Ensure compliance with Occupational Health and Safety legislation and applicable regulations.
- Coordinate incident reporting, investigations, corrective actions, and return-to-work programs.
- Maintain required health and safety records and reporting.
- Deliver or coordinate mandatory safety training.
- Serve as a management representative on the Joint Health & Safety Committee.
HR Administration & Compliance
- Develop, review, and implement HR policies and procedures.
- Maintain employee personnel files and HRIS records.
- Prepare HR reports, workforce metrics, and compliance documentation.
- Ensure confidentiality of employee information.
- Support organizational planning, succession planning, and workforce development initiatives.
Committee Participation
- Represent Human Resources on organizational committees, including:
o Joint Health & Safety Committee o Labour Management Committee o Wellness Committee (where applicable) o Diversity, Equity, Inclusion and Accessibility initiatives o Other cross-functional committees as assigned
- Prepare committee reports, meeting materials, and follow-up action items.
Training & Organizational Development
- Identify employee learning and development needs.
- Coordinate internal and external training opportunities.
- Support leadership development and performance management processes.
- Assist managers with coaching, performance improvement plans, and employee development.
Qualifications
Education
- Bachelor's degree in Human Resources, Business Administration, Industrial Relations, or a related discipline.
- Certified Human Resources Professional (CHRP), Certified Human Resources Leader (CHRL), or equivalent designation preferred.
Experience
- Minimum 5–7 years of progressive Human Resources experience.
- Experience working within a unionized environment is required.
- Demonstrated experience in payroll administration and employee benefits.
- Experience supporting labor relations, grievance administration, and collective agreement interpretation.
- Experience with occupational health and safety programs and committee participation.
Knowledge, Skills & Abilities
- Thorough knowledge of employment legislation, labor relations, and collective agreements.
- Solid understanding of payroll legislation, benefits administration, and HRIS systems.
- Knowledge of Occupational Health and Safety legislation and workplace safety practices.
- Excellent interpersonal, communication, and conflict resolution skills.
- Strong investigative, analytical, and problem-solving abilities.
- Ability to exercise sound judgment while maintaining confidentiality.

Working Conditions
- Primarily office-based with occasional travel between organizational locations.
- Participation in meetings outside regular business hours may occasionally be required.
- Responds to urgent employee relations, payroll, or health and safety matters as needed.

Pay: From $75,000.00 per year
