The Town of Gander is currently accepting applications for multiple permanent full-time Operations Supervisor positions within the Planning and Public Works Department.
POSITION IDENTIFICATION The Operations Supervisor is responsible as part of an operational team for supervision, coordination, and delivery of municipal operational services related to roads, water and wastewater infrastructure, fleet management, buildings, facilities, and municipal maintenance programs. The incumbent provides leadership to operational staff, ensures the effective deployment of resources, and oversees preventative maintenance, repairs, regulatory compliance, and service delivery standards across the Town's infrastructure assets.
The position works closely with all municipal departments, contractors, consultants, regulatory agencies, and the public to ensure municipal services are delivered safely, efficiently, and in accordance with applicable legislation, standards, policies, and industry best practices. The Operations Supervisor is accountable for managing staff, equipment, budgets, and operational programs while supporting the Town's strategic goals and asset management objectives.
MAJOR DUTIES & RESPONSIBILITIES
Leadership and Supervision
Provide direct supervision, leadership, coaching, and guidance to operational staff within the Public Works division
- Schedule and deploy staff, contractors, equipment, and resources to maximize operational efficiency and service effectiveness
- Conduct daily operational meetings and coordinate work assignments
- Process and approve employee timecards, leave requests, and vacation schedules in accordance with operational requirements
- Assist with recruitment, orientation, training, performance management, discipline, and employee development initiatives
- Interpret and administer applicable collective agreement provisions, policies, and procedures
- Participate in grievance resolution, investigations, and labour relations matters as required
- Promote a positive workplace culture focused on accountability, teamwork, customer service, and continuous improvement.
The Operations Supervisor would provide functional leadership in one or more of the following areas:
Roads, Transportation & Public Infrastructure
Plan, coordinate, and supervise municipal road maintenance programs including asphalt repairs, sidewalk maintenance, drainage systems, signage, street sweeping, vegetation control, traffic infrastructure, and winter operations
- Monitor road conditions and ensure timely response to maintenance issues, emergencies, and public complaints
- Coordinate snow and ice control operations, including equipment, staffing, materials, and contractor resources
- Develop and maintain preventative maintenance programs for roads and related infrastructure assets
- Ensure inspections are completed and deficiencies are identified, documented, and corrected in a timely manner
- Coordinate infrastructure repairs and maintenance activities to minimize service disruptions.
Water and Wastewater Operations
Coordinate maintenance and operational activities related to water distribution, wastewater collection, stormwater systems, pumping stations, reservoirs, and related infrastructure
- Support compliance with provincial and federal drinking water, wastewater, environmental, and public health regulations
- Coordinate emergency responses to watermain breaks, sewer backups, utility failures, and environmental incidents
- Monitor and support preventative maintenance programs for municipal water and wastewater assets
- Review operational reports, maintenance records, inspections, and regulatory documentation
- Coordinate capital maintenance requirements and infrastructure rehabilitation projects.
Buildings and Grounds
Oversee maintenance, repair, renovation, and lifecycle management of municipal buildings and facilities
- Ensure preventative maintenance programs are implemented for building systems including HVAC, electrical, plumbing, fire protection, lifts, security systems, and building envelopes
- Coordinate building inspections and regulatory compliance activities
- Manage facility maintenance contracts and service agreements
- Monitor facility condition assessments and develop maintenance priorities Ensure municipal facilities remain safe, functional, and accessible.
Fleet Planning
Oversee the maintenance, repair, replacement, and utilization of municipal vehicles, heavy equipment, and specialized fleet assets
- Coordinate preventative maintenance schedules, inspections, warranty programs, emissions testing, and regulatory requirements
- Maintain fleet records including maintenance histories, registrations, warranties, inventories, and replacement schedules
- Support long-term fleet planning and asset replacement programs
- Identify opportunities to improve fleet efficiency and reduce operating costs
- Ensure safe operation and maintenance of fleet assets.
KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of municipal operations including roads, water and wastewater systems, buildings, and fleet management
- Strong leadership, supervisory, labour relations, and team-building skills
- Knowledge of applicable legislation, regulations, codes, and standards
- Strong planning, organizational, analytical, and problem-solving abilities
- Ability to manage multiple priorities in a dynamic operational environment
- Strong communication and customer service skills
- Proficiency in Microsoft Office and computerized maintenance management systems;
Experience using GIS and asset management software is considered an asset.
Asset Management & Capital Planning
Support the Town's asset management program through inventory management, condition assessments, maintenance planning, and lifecycle analysis; Identify capital replacement requirements and assist in developing annual and multi-year capital plans; Provide operational input into infrastructure design, construction, and rehabilitation projects; Monitor operational performance indicators and identify opportunities for service improvements.
Financial Administration
Prepare and administer operating and capital budgets for assigned functional areas; Monitor expenditures and ensure fiscal responsibility within approved budgets; Assist with procurement processes, tender evaluations, contract administration,
and purchasing activities; Recommend cost-saving measures and operational efficiencies; Prepare reports, business cases, and budget submissions as required.
Health, Safety & Regulatory Compliance
Ensure compliance with all applicable occupational health and safety legislation, regulations, policies, and procedures; Conduct workplace inspections and support accident and incident investigations; Ensure staff receive appropriate safety training and equipment; Coordinate emergency response activities and participate in emergency management planning; Promote a culture of safety and continuous improvement.
Public and Stakeholder Relations
Respond to inquiries, service requests, and complaints from residents, contractors, consultants, utility providers, and government agencies; Represent the department at meetings and public consultations as required; Develop and maintain positive working relationships with stakeholders; Prepare operational reports, presentations, and correspondence for senior management and Council.
QUALIFICATIONS
Diploma or Degree in Civil Engineering Technology, Public Works Administration, Engineering, Construction Management, Business Administration, or a related discipline
- A combination of education, training, and extensive municipal operations experience may be considered
- Minimum five (5) years of progressively responsible supervisory experience in public works, municipal operations, utilities, fleet, facilities, or related infrastructure services
- Valid Class 5 Driver's Licence
- Class 3 Driver's Licence with Air Brake Endorsement would be considered an asset
- Additional licences in Classes 8 and 9 would be considered assets
- Satisfactory certificates of conduct, including an RCMP Criminal Record Check and Provincial Court Check, are conditions of employment
- Completion of management or supervisory professional development would be considered an asset
- Professional designations related to public works, asset management, fleet management, water/wastewater operations, or occupational health and safety would be considered an asset.
WORKING CONDITIONS The Operations Supervisor works in both office and field environments and may be required to work outside normal business hours, participate in emergency response activities, join the winter on-call rotation, and respond to after-hours operational callouts. The position may involve exposure to water, chemicals, hazardous materials, noise, traffic, construction sites, municipal infrastructure, and varying weather conditions. Walking, standing, climbing, lifting or moving materials, working at heights or in confined spaces, operating field equipment and computer peripherals, and limited travel may be required.
SALARY: Non-Unionized position, 40 hours/week - $88,981 – $101,670
