PCM Work Program Manager - Generation Civil

What you'll do
Join Program & Contract Management (PCM) and play a key role in delivering Generation Civil Maintenance and Dam
Safety Minor Capital work across BC Hydro's generation assets.
Key responsibilities
Program Delivery
- Deliver civil maintenance and dam safety minor capital projects within approved scope, budget, schedule, safety, and
quality expectations.
- Develop and execute strategies to improve program delivery and efficiency.
- Prepare, monitor, and communicate program plans, schedules, budgets, and performance metrics.
Stakeholder Engagement
- Build and maintain effective working relationships with internal and external stakeholders.
- Collaborate with Engineering, Dam Safety, Station Field Operations, Construction Services, Construction Management,
Procurement, Environment, Indigenous Relations, Safety, and other delivery partners.
- Facilitate alignment and resolve issues among project stakeholders to ensure successful delivery outcomes.
Procurement & Contract Management
- Work with Procurement to establish contracts through direct awards, outline agreements,
and competitive procurement
processes.
- Lead or support development of RFSQ documents.
- Administer contracts and monitor contractor performance to ensure compliance with safety, quality, environmental,
schedule, and contractual requirements. Field & Technical Oversight
- Conduct site visits to support project planning, monitor progress, and verify the quality and completion of work.
- Provide oversight of contractor activities, ensuring alignment with approved plans and technical requirements.
- Identify project risks and develop practical mitigation strategies in collaboration with delivery partners.
- Support issue resolution and decision-making throughout project execution.
What you bring
- Degree or Diploma in Engineering, Construction Management, Project Management, or Environmental
Sciences or related field (degree or technical diploma in civil engineering is preferred).
- A skilled designation/certification is considered an asset (i.e. PEng, PMP, AScT).
- An equivalent combination of education and experience may be considered (i.e Red Seal combined with relevant
experience).
- Minimum six years of progressively responsible experience in project management, program management, engineering,
construction management, infrastructure delivery, or a related field.
- Demonstrated experience managing complex projects or programs involving multiple stakeholders and competing
priorities.
- Experience managing project budgets, schedules, forecasts, risks, and contractor performance.
- Proven ability to lead cross-functional teams and build strong working relationships across diverse stakeholder groups.
Preferred:
- Experience delivering maintenance or capital projects.
- Experience in procurement and contract management.
- Experience overseeing contractors, including safety, quality, environmental compliance, and construction progress.
- Knowledge of engineering inspection practices, construction methods, and industry standards.
- Experience within utility, generation, infrastructure, or heavy construction environments.
- Understanding of dam safety, civil asset management, or generation facility operations.

- Occasional travel, including overnight stays, is required to support project planning and delivery activities at sites
throughout British Columbia.
- A valid Class 5 driver's licence is required.
- The program work is focused on generation civil maintenance and dam safety minor capital work. Examples of work
include: spillway and dam concrete repairs, slope stabilization work, dredging, bridge repairs, road repairs and upgrades, building improvement,complex inspections of civil assets, and replacement of dam safety equipment/instrumentation.
***Job location is Vernon, however other headquarters in the province will be considered (i.e. Castlegar, Revelstoke,
Squamish, Edmonds). This is subject to workspace availability and it can be discussed further in the selection process if applicable
