SOMMAIRE DU POSTE

Sous la responsabilité de la personne directrice du Service et sous la coordination de la personne chargée du suivi administratif et budgétaire, la personne agente de suivi administratif et financier est responsable d’assurer le suivi administratif et le suivi financier des projets du Services des programmes internationaux et de fournir l’appui nécessaire à la bonne réalisation des activités du Service.

Pour cela, en collaboration avec la personne chargée de suivi administratif et budgétaire :

- Elle assure la gestion administrative et financière des projets selon les procédures établies et les exigences spécifiques des bailleurs de fonds, en collaboration avec les personnes chargées de programme, l’unité d’appui (UDA) des services des programmes internationaux, ainsi que les organisations partenaires locales.
- Elle veille aux respects de la conformité telle que définie par les procédures de DPCC ou celles négociées avec les bailleurs de fonds institutionnels
- Elle participe à l’organisation et l’archivage de l’information administrative et financière au sein du servic

PRINCIPALES FONCTIONS Suivi des procédures administratives et financières, en coordination avec la personne chargée de suivi administratif et budgétaire

- Mettre en oeuvre les normes et procédures relatives à la gestion administrative et budgétaire du service.

Ouverture et suivi administratif de la programmation

- Assure la coordination et la préparation des documents de projets sous sa responsabilité (protocole, modalité de paiement, formulaires de prévisions budgétaires, de demandes de fonds et de rapports financiers) en coordination avec la personne chargée d’administration et de suivi budgétaire et la personne chargée de programme, selon les procédures existantes
- Assure la préparation des paiements et des avis de paiements au partenaire local et fait le suivi des formulaires d’accusé de réception des fonds.

Suivi financier des projets

- Effectue le suivi et l’analyse des budgets, des dépenses, des rapports financiers
- Assure le contrôle des fonds (entrées et sorties) en monnaie locale du partenaire ainsi qu’en dollars canadiens pour maintenir un control des balances (reliquats) et des taux de change selon les exigences du bailleur.
- S’assure de la réception d’information provenant du logiciel comptable utilisé par le partenaire local (ex. grand livre, balance, fichier Excel, etc.).
- Pour les projets bailleurs, prépare et consolide les rapports financiers des partenaires, des dépenses terrain et des frais de DPCC sur un seul document Excel en suivant des gabarits de rapportage financier du bailleur.

Respect de la conformité





- Coordonne la centralisation des documents de reddition des comptes et l’enregistrement des pièces justificatives via un système d’archivage easy.
- Assure la révision des pièces justificatives en s’assurant de l’admissibilité des dépenses et de leur codification appropriée, selon les procédures établies de DPCC
- Révise et adapte, en collaboration étroite avec le partenaire local, le manuel de gestion du partenaire local pour tenir compte, le cas échéant, des spécificités du bailleur de fonds et du projet
- Assure la conformité des processus d’appel d’offres et d’achats les plus importants avec les procédures et les politiques décrites.
- Vérifie la conformité des contrats locaux de sous-traitance et coordonne les aspects administratifs relatifs à la mobilisation de ressources humaines ponctuelles au Canada.

Organisation de l’information et archivage

- Suit les modalités de classement de l’information du SPI
- Participe à l’archivage des documents du SPI

QUALIFICATIONS

Scolarité

- Diplôme d’études collégiales (DEC) en comptabilité, finances, en administration ou l’équivalent
- Baccalauréat en finances, en comptabilité ou en administration des affaires (un atout)

Langues

- Maîtrise du français et de l’anglais parlé et écrit

Logiciels utilisés

- Excellente maîtrise de la suite Microsoft Office 365, en particulier Excel (niveau intermédiaire-avancé ex : Tableaux croisés, somme conditionnelle, Recherchev (Vlookup)
- Connaissance d’un logiciel de base de données – Système de gestion de projets

Expérience

- Trois ans d’expérience pertinente en suivi administratif et financier
- Expérience de suivi administratif et financier et rapportage en coopération internationale avec des bailleurs des fonds gouvernementaux (un atout)

Connaissances particulières

- Bonne connaissance des procédures et exigences financières et de conformité des principaux bailleurs de fonds (un atout)
- Maîtrise de la gestion de budget et du suivi administratif et financier
- Connaissance en comptabilité

Summary

Reporting to the Director of the Department and coordinated by the administrative and budgetary oversight officer,



the Administrative and Financial Monitoring Officer is responsible for the administrative and financial monitoring of the International Programs Department’s projects and for providing the necessary support to ensure the smooth running of the Department’s activities.

To this end, in collaboration with the person in charge of administrative and budgetary oversight:

- Is responsible for the administrative and financial management of the projects in accordance with established procedures and the specific requirements of the donors, in collaboration with the people in charge of the program, the support unit (UDA) of the international programs department and the local partner organisations.
- Ensures compliance as defined by the DPCC’s procedures or those negotiated with institutional donors.
- Helps to organise and archive administrative and financial information within the department

Main functions Monitoring administrative and financial procedures, in coordination with the person responsible for administrative and budgetary oversight

- Implements standards and procedures relating to the department’s administrative and budgetary management

Opening and administrative monitoring of the program

- Coordinates and prepares the project documents for which it is responsible (protocol, terms of payment, budget forecast forms, requests for funds and financial reports) in coordination with the Administrative and Budgetary Oversight Officer and the Program Officer, in accordance with existing procedures.
- Prepares payments and payment advices to the local partner and follows up the acknowledgement of receipt forms.

Financial monitoring of projects

- Monitors and analyses budgets, expenditure and financial reports
- Ensures control of funds (inflows and outflows) in the partner’s local currency and in Canadian dollars in order to maintain control of balances and exchange rates in accordance with the donor’s requirements.
- Ensures that information is received from the accounting software used by the local partner (e.g. general ledger, balance, Excel file, etc.).
- For donor projects, prepares and consolidates the financial reports of partners, field expenses and DPCC costs on a single Excel document using the donor’s financial reporting templates.

Compliance

- Coordinates the centralisation of accounting documents and the recording of supporting documents using a simple archiving system.
- Reviews supporting documents to ensure that expenses are eligible and appropriately coded, in accordance with established procedures.
- In close collaboration with the local partner, revises and adapts the local partner’s management manual to take account of any specific features of the donor and the project.
- Ensures that the most important tendering and purchasing processes comply with the procedures and policies described.
- Checks the compliance of local subcontracts and coordinates the administrative aspects of mobilising ad hoc human resources in Canada.

Information organisation and archiving

- Follows the IPD information classification procedures
- Participates in the archiving of IPD documents

Required qualifications

Education

- DEC (Diploma of College Studies) in accounting, office technology (bureautics), administration or the equivalent
- Bachelor’s degree in finance, accounting or business administration (an asset)

Languages

- Fluency in spoken and written French and English

Software

- Proficiency in Microsoft Office 365, in particular Excel (intermediate-advanced level, e.g. cross-tabulation, conditional sum, Vlookup)
- Knowledge of database software – Project management system

Experience

- Three years’ relevant experience in administrative and financial monitoring
- Experience in administrative and financial monitoring and reporting in international cooperation with government donors (an asset)

Specific knowledge

- Good knowledge of the financial and compliance procedures and requirements of the main donors (an asset)
- Mastery of budget management and administrative and financial monitoring
- Accounting knowledge
