Situated within the Faculty of Medicine, the Division of Continuing Professional Development (UBC CPD) supports physicians and other health professionals across BC with education, courses, and learning opportunities to support practice improvement, patient care and health care delivery.

The Program

Manager is responsible for developing innovative education programs and leading complex projects in the Strategic Projects and Partnerships portfolio in collaboration with provincial and national partner organizations.

The Program

Manager may be assigned to one or more projects depending on the needs of the Division. Key competencies of the role include relationship building and effective communications with partners and interest holders, planning and overseeing new program design to ensure it addresses learning needs of health care practitioners, developing funding proposals, reports, and contracts, developing and actioning work plans, leading committees and working groups, overseeing project operations including program finances and budgets, planning human resources and optimizing team performance, and leading research and evaluation activities within assigned projects. The position provides functional and project oversight to designated UBC CPD staff and works collaboratively with UBC CPD Medical Directors, Medical Leads, Project Sponsors, and other partners or interest holders.

More broadly the Program Manager is expected to participate in wider activities within the Division such as strategic planning, staff training and development, and furthering the Division’s mission and vision. The incumbent reports to the Senior Manager, Strategic Projects and Partnerships, UBC CPD. UBC CPD is a cost-recovery unit within the Faculty of Medicine serving varied target audiences of practicing health professionals and has close relationships with key provincial organizations. provincial-level professional associations, regulatory colleges, health organizations, and Ministry of Health committees), consultants and subject matter experts who develop and deliver curriculum.

The incumbent works collaboratively with leadership and senior staff at UBC CPD as well as a variety of community, provincial, national, and international partners (i.e., health administrators, agency leads,



university faculty, leaders and other health professionals in practice) depending on assigned projects.

Project

Leadership and Management Develops and leads the implementation of one or more initiatives within UBC CPD and is accountable for program and project development from initiation to closure. Proactively and concurrently leads one or more projects of considerable size, diversity, complexity, and risk and assumes responsibility for their successful completion. Develops detailed and effective project plans including scope, design, schedule, and project team responsibilities; manages and communicates changes to project scope and schedule.

Resolves any issues and solves problems throughout project life cycle. Performs risk management activities to minimize and communicate project risks; identifies barriers to project implementation and long-term success. Responsible for planning project resources.

Manages the design and delivery of educational programming and ensures that project deliverables are completed. Identifies opportunities for and oversees implementation of needs assessment activities to inform program design and directions. Manages the alignment of CPD and Quality Improvement and demonstrates this commitment through new program design, communication with staff and stakeholders, and seeking strategic partnerships.

Provides guidance to project sponsors regarding accreditation/certification standards and oversees the implementation of accreditation/certification requirements into education initiatives. Evaluation and Quality Improvement Designs, plans and implements evaluation strategies and oversees education project evaluation activities. Oversees the collection, collation and analysis of program and evaluation data.

Works collaboratively with Medical Directors, Medical Leads, Project Sponsors, and UBC CPD senior leadership to establish program and project goals and objectives. Builds and maintains strong working relationships and facilitates ongoing communication with key internal and external provincial and national partners and interest holders. Liaises with other UBC CPD projects and staff to identify synergies and collaborative possibilities; Oversees the development of marketing strategies for assigned projects; oversees the development, planning and implementation of project and program-specific marketing materials, publications, and news articles and ensures they are appropriately tailored to learners.

Management and Resource Planning Develops funding proposals for developing recent educational programs and projects.

Human Resource Management

Hires, oversees, and provides direction to project staff to ensure efficient and optimal delivery of new or ongoing educational programs; responsible for performance management and termination of staff if required. Responsible for problem-solving staff issues including staff workload and appropriate project allocation and assignments. Responsible for the fulfillment of UBC CPD’s mission and vision by actively participating in or playing a leadership role in strategic planning and other high-level leadership activities within the Division.

Errors in judgement or failure to work cooperatively with the Senior Manager or Medical Directors and Program Directors who co-lead the Strategic Projects and Partnerships Portfolio will impact program development, reputation, and quality.

Supervision Received

Reports to the Senior Manager, Strategic Projects and Partnerships, UBC CPD. Takes direction from UBC CPD senior leadership team as required.

Supervision Given

This position may be responsible for the supervision of research and program assistants, program coordinators, education managers, temporary staff and technical staff. The incumbent works with considerable autonomy and latitude, showing leadership on projects within portfolio. Master’s degree in Education.

Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion Demonstrated experience in educational programming. Formal training in project management is an asset. Formal training in program evaluation an asset.

Ability to communicate effectively verbally and in writing. Effective interpersonal and organizational skills, with a demonstrated ability to successfully manage complex projects and programs. Ability to identify, obtain, and effectively manage organizational resources (e.g., people, materials, assets, budgets).

Ability to manage staff performance by establishing standards and goals, evaluating performance, providing feedback, and taking corrective action. Ability to effectively use computer programs at an intermediate level.
