Position Summary
Waterloo Regional Health Network (WRHN) is seeking an accomplished finance professional responsible for providing strategic financial analysis, planning, forecasting and decision support to enable effective financial stewardship and achievement of the organization’s strategic and operational priorities. This is an individual-contributor role with primary FP&A; responsibility for assigned clinical and operational portfolios.
Reporting to the Manager, Financial Planning & Analysis, the Senior Finance Business Partner will partner with key operational and clinical leaders to support and influence the development of annual operating and capital budgets, financial forecasts, variance analysis, financial models, resources allocation decisions, business cases, performance improvement initiatives, and multi-year financial plans.
Operational leaders are accountable for program decisions, resource utilization models, corrective actions and the achievement of financial and performance targets.
The Finance Business
Partner serves as a trusted financial advisor and strategic partner to the operational leaders, translating complex financial and operational information into meaningful insights, constructively challenging assumptions, identifying financial risks, emerging trends and opportunities, and developing recommendations and advice that enables leaders to make informed decisions related to resource allocation, productivity, cost management, and sustained service delivery within a complex healthcare environment. This role does not have any direct reports; however, will provide functional guidance, coaching and technical support to Financial Analysts who support the Finance Business Partner function.
Responsibilities at a Glance:
Business Partnership & Stakeholder Collaboration
- - Serve as a trusted financial advisor and business partner to assigned clinical, operational and departmental leaders, developing a strong understanding of their services, priorities, operational pressures and performance drivers
- Engage routinely with operational leaders, arriving with evidence-supported outlooks, insights, risks and actions required to respond to both operational demands and financial pressures
- Partner with operational and clinical leaders to develop realistic, evidence-based budgets aligned with operational plans and departmental/organizational priorities
- Provide financial advice and constructive challenge to leaders regarding resource requirements, financial pressures, trade-offs, and potential mitigation strategies.
- Work with operational leaders to execute root-cause analysis of variances,
develop corrective action plans and continuously monitor results to support operational leaders in delivering on their accountabilities for implementing action plans and achieving targets.
- Establish strong relationships to understand business needs and financial challenges to provide proactive, forward-looking insights to Finance and operational leadership
- Collaborate with other service partners, including Human Resources, Decision Support, Financial Accounting & Reporting, Case Costing and other Finance and Enabling Services teams, bringing organizational context and with the goal of integrating financial information, workforce and operational activity, quality, and funding.
Financial Planning & Budgeting
- Lead and coordinate the activities related to the annual operating and capital budget processes for their assigned clinical and operational portfolios, partnering with leaders to translate operational priorities and service models into financially sustainable plans for which the operational leaders are responsible.
- Analyze historical financial performance, operational volumes, staffing requirements, service demands, funding and other relevant drivers to inform budget development
- Review departmental and organizational budget submissions for completeness, consistency and alignment with established guidelines and organizational priorities
- Conduct monthly budget-to-actual and forecast-to-actual analysis, providing leaders with clear insight into drivers, implications and required actions
- Monitor financial performance against approved budgets, forecasts, plans and organizational targets, proactively identifying emerging pressures and opportunities
Financial Analysis & Forecasting
- Conduct financial analysis for new programs, services, initiatives, investments, and other strategic or operational changes
- Lead and support periodic financial forecasting and reforecasting activities, for their assigned clinical and operational portfolios, coordinating with leaders to validate assumptions, operational plans and corrective actions for which the leaders are responsible.
- Prepare forecasts using historical results, current performance, operational trends, known and anticipated operational and/or environmental changes, assumptions and emerging risks
- Identify significant variances, cost drivers, trends, risks and opportunities and translate findings into actionable recommendations
- Analyze financial and operational metrics to identify trends and opportunities for improved performance
- Integrate financial and operational data to provide a comprehensive view of departmental/organizational performance, validating and reconciling key financial and operational information used in budgets, forecasts, business cases and performance reporting.
- Participate in strategic and departmental/organizational initiatives requiring financial planning and analytical expertise, bringing a financial sustainability lens to decision-making
Decision Support
- Develop and maintain complex financial models, scenarios, sensitivity analyses and financial projections to support departmental/organizational decision-making
- Escalate material financial risks, forecast deterioration, unresolved variances and barriers to corrective action to the Manager, Financial Planning & Analysis and appropriate operational leadership
- Prepare business cases and financial recommendations,
including analysis of costs, benefits, risks, funding implications, and resource requirements
- Identify opportunities for cost containment, revenue optimization, productivity improvement and effective resource allocation while considering service delivery, quality and organizational priorities
- Translate complex financial information into clear, practical insights and recommendations
- Support leaders in evaluating options and trade-offs through scenario modelling and evidence-based analysis
- Identify opportunities to improve the quality, accessibility and usefulness of financial budgeting, forecasting, reporting, analytics, and decision-support information
- Leverage available benchmarking and healthcare performance information to support decision making and identify opportunities to improve efficiency, productivity and financial performance
Position Requirements:
- University degree in Finance, Accounting, Business Administration, Economics or a related discipline
- Chartered Professional Accountant (CPA) designation required
- Minimum five (5) years of experience in a financial planning, financial analysis, budgeting, forecasting, decision support, or a related Finance function
- Demonstrated experience to analyze complex financial information, develop budgets, forecasts and financial models, identify issues and solutions, and manage competing priorities within established timelines
- Experience partnering with operational leaders and translating financial information into actionable recommendations
- Demonstrated ability to influence, constructively challenge, and advise leaders without direct authority.
- Advanced proficiency with Microsoft Excel and financial software applications, including ERP systems and reporting tools · Strong analytical, organizational, interpersonal, written, verbal, and presentation communication skills
- Experience supporting clinical and operational portfolios in a healthcare environment is preferred.
