Administrative Technician – Absence Management Board Office – Human Resources NATURE OF THE WORK The principal and customary work of an employee in this class of employment consists in performing various technical tasks related to the management of human resources, development and implementation of standards and activities related to administrative operations. As part of his or her duties, the employee may assist professionals and senior staff. In the area of human resources management, the employee, in this class of employment, participates in the recruitment and promotion process by conducting interviews, participating in examining boards, verifying or determining the academic and skilled qualifications of candidates based on standards, ensuring the authenticity of documents produced, checking work history, organizing examination sessions, administering tests and other required examinations; participates in drafting job descriptions by conducting field studies and interviewing staff; informs staff of various matters dealing with collective agreements or any other regulation concerning human resources management and participates in their application.
In the area of financial resources management, he or she prepares financial statements; makes accounting entries, transfers, reconciliations and so on; carries out technical analyses of accounts and reports; He or she collects, analyzes, and synthesizes the data required for preparing the budget; He or she works with others on the analysis of needs in material resources, participates in developing standards and oversees their application. He or she applies or adapts management techniques to the delivery of specific administrative activities and current operations. He or she uses a computer and the necessary software to perform his or her duties.
He or she conducts research on the Internet and may be required to assist a staff member with software specific to his or her work. He or she may be required to train less experienced technicians as well as coordinate the work of support staff in performing duties related to the implementation of programs involving technical operations for which he or she is responsible. Hold a Diploma of College Studies in Business Administration with an option appropriate for the class of employment or a diploma or an attestation of studies recognized as equivalent by the competent authority.
Self-starter with excellent interpersonal and communication skills (written and verbal) with fluency in both official languages. Familiar with established Board policies, procedures, practices, rules, collective agreements, regulations, paperwork and able to interpret in these matters policies, regulations, and administrative procedures. Ability to adapt to change, manage and meet deadlines with strong analytical, critical thinking and problem resolution skills.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint). Ability to manage multiple projects and priorities, and to effectively communicate and train employees on safety procedures. Familiarity with absence management systems or HRIS (Human Resource Information Systems).
Ability to address and resolve issues related to absence management, including discrepancies and policy interpretation.
Ensure that absence management practices comply with school board policies, procedures, collective agreements, and relevant Quebec labor laws. Assist in implementing and enforcing absence management policies and procedures.
Process absence requests and ensure they are in compliance with school board policies and collective agreements. Input and update absence data into administrative systems or databases. Maintain and organize records related to employee absences, including medical certifications and leave requests.
Monitor, track, and manage employee absences, including sick leave, personal leave, and other types of leave. Prepare and generate reports on absence trends, patterns, and metrics for administrative review and decision-making. Coordinate OHS activities, and disseminate safety training modules and programs that meet legal requirements, company policies, procedures, and practices.
Develop professional knowledge and, seek out best practices, tools and methods through collaboration with medical and legal advisors, experience sharing with other organizations (including school boards/centres service scolaire) and training courses.
