Make a Difference in Access to Information and Privacy Rights

The Informationand Privacy Commissioner of Ontario (IPC) plays a pivotal role in upholdingand interpreting Ontario’s privacy and access to information laws, includingthe Freedom of Information and Protection of Privacy Act (FIPPA), the MunicipalFreedom of Information and Protection of Privacy Act (MFIPPA), the PersonalHealth Information Protection Act (PHIPA), and the Child, Youth andFamily Services Act (CYFSA).

As a Manager,Adjudication within the Tribunal and Dispute Resolution Division,you will lead a talented team of adjudicators in delivering fair, timely, andwell-reasoned decisions that shape how access to information and privacy rightsare understood and applied across the province.

What can I expect to do in this role?

Under thegeneral direction of the Director of Adjudication, you will lead, guide anddirect adjudicators on:

- caseload management;
- interpretation of governing legislation and regulations;
- the principles of administrative law;
- internal policies and procedures; and processing of filesduring the adjudication stage of appeals and complaints under the Freedomof Information and Protection of Privacy Act, the Municipal Freedom ofInformation and Protection of Privacy Act and the Personal HealthInformation Protection Act and Part X of the Child, Youth and FamilyServices Act.

You will alsoprovide administrative leadership to the adjudication group. In addition, youwill adjudicate appeals and/or complaints in accordance with delegateddecision-making authority, as assigned. Finally, you will participate in, orlead, special projects, as assigned.

You will qualify for this position by demonstrating:

- A well-developed understanding of administrativelaw as applicable to the IPC
- Highly developedknowledge and expertise in the provisions of the Acts,as well as IPC policies and procedures, and theability to apply this expertise in the context of case management, theprovision of first level advice concerning appeals and complaints, and theadjudication of cases assigned to you




- Theability to manage complaints from parties and to follow up with parties on avariety of issues, for example institution compliance issues or upset appellants/complainants
- Theability to trouble-shoot substantive and/or procedural issues for all files onyour team’s caseloads
- Excellentjudgement, to be able to lead a team independently while consulting with the Director and/or others asappropriate
- Excellentoral and written communications skills, andinterpersonal skills, in order to provide appropriate advice and leadership toadjudicators, to communicate and obtain acceptance of key departmental andagency objectives, and to work with the Director of Adjudication in overseeingthe operation of the adjudication function
- Understandingof and ability to apply program evaluation and performance measurement theorywithin the context of tribunal programs
- The abilityto carry out administrative and operationalplanning functions
- Abilityto manage in a unionized work environment
- Expertise in access and privacy legislation inOntario (FIPPA, MFIPPA, PHIPA and/or CYFSA) or the abilityto quickly gain such expertise

Asset Qualifications

- Management and customer service experience.
- Possess an undergraduate university degree and a LL.B. or J.D. lawdegree.
- A member in valuable standing with the Law Society of Ontario,licensed to practice law in Ontario without restrictions.
- Having the ability to communicate (orally and in writing) inFrench is an asset.
