An eligibility list may be established to fill similar regular and term positions, throughout the province, which will remain in effect for 6 months. This competition may also be used to source candidates for Policy and Program Analysts at the PM2 classification. Candidates who do not meet all essential criteria may be considered on an underfill basis at a commensurate rate of pay. Preference may be given to current employees of the Manitoba Public Service.

The Government of Manitoba is currently seeking highly skilled individuals to fill multiple Senior Policy Analyst (PM3) positions within the Department of Housing, Addictions and Homelessness. To be considered for this competition you must submit your resume and cover letter. The selection board will rely on information provided on your resume and cover letter to determine whether a candidate will be invited for further assessment.

Duties: The Program and Policy Analyst functions as a senior analyst to lead the development, implementation, evaluation and monitoring of provincial policy and initiatives that support strategic priorities of the Department of Housing, Addictions and Homelessness (HAH). All positions that are currently being filled are within the Mental Health and Addictions Division. Program and Policy Analysts play a key role through research, analysis, stakeholder engagement, and offering strategic advice.



The successful candidate will contribute to initiatives related to mental health promotion and addictions services including harm reduction, treatment and recovery-based services. This position offers the opportunity to work on complex issues and support evidence-informed decision-making at a provincial level.

Qualifications:

Essential:

Post-secondary education in health, social sciences, public administration, or a related field, with a master's degree preferred. An equivalent combination of education and experience may be considered

Experience leading the planning, development, and implementation of policies and programs related to mental health and addictions

Experience leading and managing projects within a work setting

Knowledge of social determinants of health, mental health promotion, prevention and intervention approaches, and barriers faced by marginalized populations accessing provincial services

Effective verbal communication skills with the ability to present information to a variety of audiences

Excellent written communication skills to produce complex written material for a variety of audiences

Strong political acumen to navigate sensitive subject matter among various stakeholders with differing positions and interests

Strong interpersonal skills, including experience building relationships and collaborating with diverse stakeholder groups

Strong organizational and time management skills to manage multiple priorities with competing deadlines

Experience analyzing and interpreting complex information, evidence and research.

Desired:

Experience working with Indigenous communities and/or a strong understanding of Indigenous history and culture as it relates to mental health and addictions

Conditions of Employment:

Must be legally entitled to work in Canada

Must be willing and able to work extended hours, including holidays, evenings and weekends as required.

Must be able to travel by ground and air across Manitoba with possible overnight stays, as required.

Must be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check
