Supervise and develop professional staff responsible for implementing, maintaining, and advancing home and community-based services (HCBS) waiver policy and related system changes Coordinate work across multiple DSD and Department of Human Services (DHS) teams, including:

waiver policy fiscal policy and analysis federal relations licensing provider enrollment, and the Office of Inspector General (OIG)

Lead cross-functional policy and operational initiatives that affect waiver plans, service delivery systems, and statewide implementation Balance competing priorities, allocate resources, coordinate workloads, and ensure timely, consistent, and accountable work products during periods of significant policy, legislative, and systems change Establish strategic division priorities and represent the division on complex, high-visibility issues involving executive leadership, legislative initiatives, CMS requirements, and cross-administration coordination Lead strategic initiatives that impact multiple statewide programs, including federally approved waiver plans, and provide organizational leadership to support counties, Tribal Nations, and providers in implementing and complying with enacted legislation, federal requirements, and waiver plan provisions Remove systemic barriers, promote organizational alignment, and ensure policy and operational decisions advance DHS strategic priorities and long-term program sustainability All DHS Leaders are expected to demonstrate and develop the six (6) competency themes from the Enterprise-wide Leader Competency Model: Leading Self Leading Others Leading the Organization Leading Outside the Organization Getting Work Done Minimum Qualifications

Demonstrated leadership experience* Leadership experience can include:



Experience as a supervisor, leadworker, team lead, project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4); A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include: 1+ year of experience identifying issues, goals and strategic actions 100+ hours per year time commitment AND 4 Years Of Professional Work Experience In Home And Community-based Services (HCBS), Waiver Policy Or Legislative Processes. Experience Must Include The Following

Experience with long-term services and supports (LTSS) and HCBS practices, standards, and processes, at a level suitable for supervising staff involved in policy development and strategic planning activities Principles of public policy and administration, including program policy development processes to design, establish, and implement policies, directives, and instructions Federal and state policies, regulations, and laws that affect all stakeholders including people receiving services, families, advocates, Lead Agency Staff, providers, legislators, and administrators Preferred Qualifications

Experience with best practices in waiver plan management and initiating enacted legislation Presentation techniques and methods for eliciting information from various audiences and engaging stakeholders Clearly and concisely convey complex policies and procedures, both orally and in writing, to ensure audience understanding and appropriately represent the department and division to consumers, staff, and stakeholders Lead goal-directed planning initiatives and groups, collaborating across functions, disciplines, and organizations, and overseeing the work of professional staff Variety of experiences working effectively with others from different backgrounds and/or cultures Additional Requirements
